Analisis Estimasi Harga Proyek Berdasarkan Standar Harga Barang dan Jasa (SHBJ) V.S. Jurnal Harga Satuan Bahan Bangunan Konstruksi dan Interior

Estimasi biaya merupakan hal yang penting untuk menentukan keberhasilan suatu proyek. Kontraktor melakukan estimasi biaya guna mengajukan penawaran harga dalam proses pelelangan, konsultan perencana membuat Engineering Estimate (EE), dan pengguna jasa membuat Owner Estimate (OE). Terdapat berbagai macam sumber harga yang dapat digunakan untuk membuat estimasi biaya. Kontraktor yang telah berpengalaman dapat menggunakan data historis dari proyek terdahulu sebagai dasar estimasi biaya. Selain itu, terdapat sumber harga lain seperti Standar Harga Barang dan Jasa (SHBJ) dan Jurnal Harga Satuan Bahan Bangunan Konstruksi. Perbedaan sumber harga yang digunakan dapat memberikan perbedaan hasil akhir yang signifikan sehingga mempengaruhi akurasi estimasi biaya yang dibuat. Penelitian ini menganalisis perbedaan harga proyek apabila digunakan sumber harga yang berbeda. Studi kasus yang digunakan di dalam penelitian ini adalah sebuah bangunan gedung yang memiliki 8 lantai di Kabupaten Sleman, Provinsi Daerah Istimewa Yogyakarta. Untuk kepentingan penelitian digunakan Peraturan Gubernur DIY tentang SHBJ tahun 2016 dan Jurnal Harga Satuan Bangunan Konstruksi edisi 35 tahun 2016. Selain itu, penelitian ini juga membahas adanya hubungan antara tahun estimasi dan harga proyek menggunakan sumber harga SHBJ tahun 2014 sampai dengan tahun 2018. Berdasarkan hasil analisis, diperoleh bahwa SHBJ dan Jurnal menghasilkan biaya upah yang lebih rendah dari penawaran kontraktor. SHBJ lebih rendah 11,54% dan Jurnal lebih rendah 27,98% dari penawaran kontraktor. Sebaliknya, biaya material berdasarkan SHBJ lebih tinggi 115,09% dan Jurnal lebih tinggi 67,53% dari penawaran kontraktor. Harga proyek secara keseluruhan berdasarkan SHBJ lebih tinggi 77,61% dari penawaran kontraktor. Sedangkan Jurnal menghasilkan harga proyek yang lebih tinggi 41,45% dari penawaran kontraktor. Analisis regresi linier antara tahun estimasi dan harga proyek menghasilkan persamaan Yi = 3.907.688.357,77 Xi - 7.850.779.768.115,20, dengan Yi merupakan harga proyek pada tahun i dan Xi merupakan tahun i estimasi. Penelitian ini memberikan saran perbaikan SHBJ berupa standarisasi nama sumber daya dan satuan sumber daya.

Price estimate is very important in determining a successful project completion. Contractor estimates price for project bidding, while the consultant planner makes Engineering Estimate (EE), and owner makes Owner Estimate (OE) in the early stage. There are various sources that can be used in estimating prices. Experienced contractors can use historical data from the previous projects. Other than that, the are other resources such as Goods and Service Prices Standard (SHBJ) that being published by the government and Journal of Construction Unit Prices that being published by the private publisher periodically can be used as well. Different prices sources could lead to significant difference in final amount of estimate. Therefore, the accuracy of estimate depends on the reliability of price sources being used. This study analyzed the comparison of project prices when various price sources are being used. This study used a building with 8 stories in Sleman Regency, Special Region of Yogyakarta as study case, governor's regulation on SHBJ of 2016, and Journal of Construction Unit Prices 35th edition of 2016. Furthermore, this study also discussed the correlation between time of estimate and project prices by conducting analysis with SHBJ of 2014 - 2018. Based on analysis, the result of labor wages simulation with SHBJ and Journal lower than the contractor's bidding with 11,54% and 27,98% respectively. On the other hand, the material price simulation with SHBJ and Journal were higher than the contractor's bidding. SHBJ simulation resulted 115,09% higher estimate than contractor's bidding. Meanwhile, the Journal of Construction Unit Prices were 67,54% higher than contractor's bidding. Overall, SHBJ and Journal of Construction Unit Prices generated 77,61% and 41,45% higher estimate compared to contractor's bidding. Linier regression analysis of this study developed an equation for predicting project cost estimate in the future. The equation is Yi = 3.907.688.357,77 Xi - 7.850.779.768.115,20, with Yi as the project cost in year i and Xi as year i of estimate. This study suggested improvement for SHBJ; addition of resources that have not been accommodated and standardization of resources name and unit.
