Formulation Process of Regional Budget: Analysis of Effectiveness through RKPD and Linkages to Public Value in Bengkulu Provincial Government

Penelitian ini menjelaskan rumusan kebijakan anggaran daerah dengan menggunakan studi kasus Pemerintah Provinsi Bengkulu. Metode yang digunakan adalah tentang efektivitas kebijakan anggaran daerah melalui RKPD dan keterkaitan dengan nilai-nilai publik dalam arti proses perumusan. Efektivitas perumusan kebijakan anggaran daerah dapat dilihat dari prinsip perspektif pengaturan APBD yang sudah diputuskan oleh pemerintah pusat Indonesia. Mengikuti gagasan itu, nilai publik memiliki pengaruh penting dengan melihat partisipasi publik dan menentukan kemungkinan organisasi untuk melibatkan publik dalam proses perumusan anggaran daerah. Secara keseluruhan, Pemerintah Provinsi Bengkulu sebagai sampel khususnya Badan Perencanaan Daerah (Bappeda) dalam rangka mengidentifikasi efektivitas penyusunan anggaran dan akun nilai publik untuk mendapatkan partisipasi publik.

This research explains the formulation of regional budget policy by using case study of Bengkulu Provincial Government. The method used is about effectiveness towards regional budget policy through RKPD and linkage with public values in the sense of formulation process. Effectiveness on formulation regional budget policy can be seen from the perspective principle of regulating APBD that central government of Indonesia already decided. Following that idea, public value has vital influence by looking at the public participation and determining the possibility of organization in order to involving public in the process of formulation regional budget. Overall, Bengkulu Provincial Government as the sampling especially Regional Planning Agency (Bappeda) in order to identify the effectiveness of formulation budget and public value account to gain the participation of public
