POLICY IMPLEMENTATION OF INCLUSIVE EDUCATION AT SDN GIWANGAN YOGYAKARTA

Pendidikan inklusif sebagai bagian dari kebijakan pendidikan yang juga memainkan peran penting dalam kebijakan publik. Keberhasilan kebijakan publik memang perlu dipahami melalui keberhasilan implementasinya. Dalam hal ini, ada faktor-faktor tertentu yang dapat mempengaruhi implementasi kebijakan, termasuk komunikasi, sumber daya, disposisi, dan struktur birokrasi. Secara khusus, hal ini menarik untuk dipahami mengenai bagaimana kebijakan pendidikan inklusif dilaksanakan di SDN Giwangan Yogyakarta karena sekolah tersebut telah berkomitmen untuk mengimplementasikan program ini bahkan sebelum peraturan pemerintah dikeluarkan. Dengan demikian, penelitian ini bertujuan untuk memahami bagaimana kebijakan pendidikan inklusif diterapkan di SDN Giwangan, yaitu untuk mengetahui faktor-faktor pendukung dan juga faktor penghambat yang mempengaruhi kebijakan pendidikan inklusif di SDN Giwangan Yogyakarta berdasarkan analisis empat faktor yang mempengaruhi. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus, dimana data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Berdasarkan hasil penelitian, telah ditemukan bahwa faktor pendukung adalah disposisi dan komunikasi, sedangkan faktor penghambatnya adalah sumber daya dan struktur birokrasi. Hal ini dapat dilihat dari komitmen sekolah dan pemahaman tentang pendidikan inklusif dilaksanakan dengan baik, meskipun masih ada kekurangan sarana dan prasarana serta disfungsionalisasi guru dan kelemahan dari SOP proses pendaftaran siswa. Namun, ada strategi yang diusulkan oleh sekolah dalam meliput masalah tersebut.
Inclusive education is important to realize the rights of children with special needs in accessing the same education. Inclusive education as the part of the educational policy which also plays important role in the public policy. The successful of public policy indeed necessary to understand through the successful of its implementation. In this case, there are certain factors that can influence the policy implementation, include the communication, resources, disposition, and bureaucratic structure. To be specific, it is interesting to understand how is the inclusive education policy implemented at SDN Giwangan Yogyakarta since the school had commited to implement this program even before the government regulation was issued. Thus, the research purposed to understand how is the inclusive education policy implemented at SDN Giwangan, to know the supporting factors and also the inhibiting factors that influenced the inclusive education policy at SDN Giwangan Yogyakarta by analyzing the four influencing factors. This research used the qualitative method with a case study approach, which the data were collected through the interviews, observation, and the documentation. From the research findings, it had been found that the supporting factors were the disposition and communication, while the inhibiting factors were the resources and bureaucratic structure. This could be seen from the school commitment and the understanding of inclusive education were well conducted, although there were still lacks of facilities and infrastructures as well as disfunctionalization of the teacher and the weaknesses from the students� registration process SOPs. However, there were strategies proposed by the school in covering the problems.
