Penyelenggaraan Pelayanan Publik Dalam Percepatan Pendaftaran Tanah Sistematis Lengkap Oleh Kantor Pertanahan Kabupaten Magelang

Tujuan dilakukannya penelitian ini terbagi menjadi 2 (dua). Pertama mengulas tentang pelaksanaan program percepatan pendaftaran tanah sistematis lengkap terhadap pelayanan publik yang dilakukan oleh Kantor Pertanahan Kabupaten Magelang. Kedua mengulas tentang faktor-faktor penghambat pelaksanaan program pendaftaran tanah sistematis lengkap (PTSL) serta upaya-upaya yang dilakukan dalam mengatasi penghambat tersebut. Metode penelitian dalam penulisan hukum ini berupa penelitian normatif-empiris dengan data yang terdiri dari data primer berupa wawancara dan data sekunder berupa studi kepustakaan terhadap bahan hukum primer, bahan hukum sekunder dan bahan hukum tersier. Lokasi penelitian ini dilakukan di Kantor Pertanahan Kabupaten Magelang dan di Kelurahan Tampirkulon Kecamatan Candimulyo Kabupaten Magelang. Pengambilan data dilakukan dengan teknik non-probability sampling kemudian data dari penelitian dianalisis menggunakan metode kualitatif. Berdasarkan hasil penelitian ini didapatkan hasil rumusan masalah yang diajukan. Pertama, pelaksanaan program percepatan pendaftaran tanah sistematis lengkap di Kabupaten Magelang telah mengacu Peraturan Menteri No. 6 Tahun 2018. Namun, Kantor Pertanahan Kabupaten Magelang mengalami hambatan yang berupa keterbatasan sumber daya manusia yang mengakibatkan ketidakoptimalan pelayanan serta penyelesaian sertipikat yang tidak mencapai target. Kedua, faktor-faktor penghambat pelaksanaan pelayanan pendaftaran tanah sistematis lengkap yang terdiri dari faktor internal dan faktor eksternal. Serta upaya-upaya konkret yang dilakukan Kantor Pertanahan Kabupaten Magelang dalam menghadapi faktor-faktor penghambat tersebut, yakni dengan cara penyeleksian pegawai/sumber daya manusia yang dimiliki untuk dijadikan Panitia Ajudikasi PTSL.

The purpose of this study is divided into 2 (two). The first review of the implementation of a complete systematic land registration acceleration program for public services carried out by the Land Office of Magelang Regency. The second review of the inhibiting factors for the implementation of a complete systematic land registration program (PTSL) as well as efforts made in overcoming these obstacles. The research method in writing this legal research is in the form of normative-empirical research with data consisting of primary data in the form of interviews and secondary data in the form of library studies of primary legal materials, secondary legal materials and tertiary legal materials. The location of this research was conducted at the Land Office of Magelang Regency and in the Tampirkulon Village, Candimulyo Subdistrict, Magelang Regency. Data retrieval is done by non-probability sampling technique, then the data from the study are analyzed using qualitative methods. Based on the results of this study, the results of the problem proposed were obtained. First, the implementation of a complete systematic land registration acceleration program in Magelang Regency has referred to Ministerial Regulation No. 6 of 2018. However, the Land Office of the Regency of Magelang experienced obstacles in the form of limited human resources which resulted in service optimization and completion of certificates that did not reach the target. Second, the inhibiting factors for the implementation of a complete systematic land registration service consisting of internal factors and external factors. As well as concrete efforts made by the Magelang Regency Land Office in dealing with these inhibiting factors, namely by selecting the employees / human resources they have to be PTSL Adjudication Committees.
