PENGARUH MOTIVASI PELAYANAN PUBLIK TERHADAP PROSES BERBAGI PENGETAHUAN DENGAN MEDIATOR EFIKASI DIRI PENGETAHUAN DI LINGKUNGAN DIREKTORAT JENDERAL PENGENDALIAN PERUBAHAN IKLIM

Pengelolaan pengetahuan sangat penting untuk diterapkan di organisasi publik. Hal ini terutama untuk bidang-bidang yang sangat intensif berbasiskan pengetahuan seperti bidang pengendalian perubahan iklim. Hal mendasar yang harus ada dalam pengelolaan pengetahuan adalah terjadinya proses berbagi pengetahuan. Oleh sebab itu motivasi intrinsik yang mempengaruhi proses berbagi pengetahuan perlu diketahui. Motivasi intrinsik proses berbagi pengetahuan di sektor publik antara lain motivasi pelayanan publik (PSM) dan efikasi diri pengetahuan. PSM dapat mempengaruhi proses berbagi pengetahuan dengan dimediasi oleh efikasi diri pengetahuan. Penelitian ini ditujukan untuk mengetahui peran mediasi efikasi diri pengetahuan dalam hubungan pengaruh PSM terhadap proses berbagi pengetahuan. Pengumpulan data dilakukan dengan metode survei secara daring maupun luring. Sebanyak 252 pegawai Direktorat Jenderal Pengendalian Perubahan Iklim Kementerian Lingkungan Hidup dan Kehutanan menjadi responden dalam penelitian ini. Uji hipotesis dilakukan dengan metode analisis regresi hirarkis dengan variabel kontrol yaitu: umur, masa kerja; jabatan, pendidikan, status kepegawaian, unit kerja, dan jenis kelamin. Hasil penelitian menunjukkan bahwa hipotesis-hipotesis yang digunakan dapat didukung. PSM mempengaruhi proses berbagi pengetahuan sebagaimana PSM yang bersifat altruistik mempengaruhi proses berbagi pengetahuan yang bersifat prososial. Efikasi diri pengetahuan mempengaruhi proses berbagi pengetahuan berdasarkan premis bahwa kepercayaan diri seseorang akan kemampuannya mempengaruhi keterlibatan terhadap proses berbagi pengetahuan. PSM mempengaruhi efikasi diri pengetahuan sebagaimana pemenuhan kebutuhan otonomi yang bekaitan dengan PSM melandasi pemenuhan kebutuhan kompetensi yang berkaitan dengan efikasi diri pengetahuan. Dengan demikian, efikasi diri pengetahuan memediasi pengaruh proses berbagi pengetahuan sebagaimana pemenuhan otonomi dan kompetensi mempengaruhi perilaku seseorang.

Knowledge management should be implemented in public organization, especially within the knowledge based intensive sector namely climate change. Knowledge sharing is fundamental for the development of knowledge management. Intrinsic motivations play important role in shaping the process of knowledge sharing. Intrinsic motivation grounded within the public sectors are public service motivation (PSM) and knowledge sharing self efficacy. PSM affects knowledge sharing process through the mediation of knowledge sharing self efficacy. This research aims to prove the mediation role of knowledge sharing self efficacy upon the influence of PSM to knowledge sharing process. Online and offline survey were conducted for the data collections. 252 employees of Directorate General of Climate Change of Ministry of Environment and Forestry participated the survey. Hierarchical Regresion Analysis was executed to test the hypoteshes with the control variable included: ages, tenure, position, education, employment status, job unit, and sex. The results support all of the hypotheses. PSM influenced knowledge sharing process as altruistic PSM affects prosocial behavior mirrored in knowledge sharing process. Knowledge sharing self efficacy influenced knowledge sharing process, supporting the idea in which confidence of knowledge possesiveness affects participation in knowledge sharing process. PSM influenced knowledge sharing self efficacy means that it is analogous with sastisfaction of the needs in autonomy that related with PSM constructs a satisfaction in the needs of competence grounded within knowledge sharing self efficacy. Thus, knowledge sharing self efficacy mediated the influences of PSM to knowledge sharing process as well as satisfaction of autonomy and competence prolong one's behavior.
