Evaluasi Proses Implementasi Program Penanganan Permukiman Kumuh di Kelurahan Tambakrejo Kota Semarang

Upaya pemerintah dalam merealisasikan permukiman yang bebas kumuh dan layak huni telah dilakukan sejak tahun 1969. Namun beberapa program upaya pengentasan permukiman kumuh yang sudah dilakukan sejak tahun 1969 hingga sekarang masih kurang optimal pengimplementasiannya. Kota Semarang merupakan salah satu dari 20 kota/kabupaten yang menerima pelaksanaan program NUSP-2. Melalui Surat Keputusan Walikota No. 050/801/2014, telah ditetapkan luasan kumuh di Kota Semarang yang tersebar 15 kecamatan dan 17 Kelurahan. Pertanyaan penelitian yang muncul adalah bagaimana proses implementasi program penanganan permukiman kumuh yang ada di Kelurahan Tambakrejo Kota Semarang dan faktor-faktor apa yang mempengaruhi proses implementasinya. Penelitian ini menggunakan metode deduktif kualitatif. Proses pengumpulan data primer diperoleh melalui observasi dan wawancara. Sedangkan untuk pengumpulan data sekunder diperoleh dari dokumen melalui instansi terkait. Dari pembahasan didapatkan hasil penelitian bahwa evaluasi proses implementasi program, yang dinilai melalui proses pendampingan, partisipasi dan pemberdayan masyarakat, adalah sudah cukup berhasil untuk mencapai tujuan dan sasaran yang diharapkan. Adapun terkait faktor-faktor yang mempengaruhi faktor sumber daya diindikasikan mempengaruhi proses pendampingan namun tidak mempengaruhi proses partisipasi dan pemberdayaan. Sedangkan untuk faktor komunikasi, faktor organisasi pelaksana dan faktor lingkungan, hasilnya menunjukkan mempengaruhi ketiga proses pendampingan masyarakat, partisipasi masyarakat dan pemberdayaan masyarakat. Namun, terdapat faktor yang secara tidak langsung mempengaruhi setiap proses pendampingan, partisipasi dan pemberdayaan yaitu faktor sumberdaya materi berupa keberadaan base camp yang berada di lokasi kegiatan.

This research used the deductive method of qualitative. The process of collecting the primary data obtained through observation and interview. As for the collection of secondary data obtained from the document through the relevant agencies. From the discussion of the research results that the evaluation process of the implementation of the program, which is assessed through the mentoring process, participation and community empowerment, is already successful enough to achieve the goals and objectives expected. As for the associated factors that affect the factor of resources is indicated to affect the mentoring process but does not affect the process of participation and empowerment. As for the communication factor, the factor of the implementing organization and the environmental factors, the result shows the influence of the third process of community assistance, community participation and community empowerment. However, there are factors that indirectly affect each of the mentoring process, participation and empowerment, namely the resource material in the form of the existence of the base camp at the location of the activity.
