Efektivitas Implementasi Program Desa Mandiri Anggur Merah di Desa Raknamo dan Desa Sillu Kabupaten Kupang

INTISARI Pengentasan kemiskinan masih menjadi prioritas utama Kebijakan Pemerintah Provinsi Nusa Tenggara Timur. Salah satu kebijakannya adalah Program Desa Mandiri Anggur Merah. Sebuah program dalam rangka meningkatkan kesejahteraan masyarakat di desa dan kelurahan di seluruh kabupaten/kota se NTT. Bantuan berupa dana hibah Rp 250 juta per desa/kelurahan dari pemerintah provinsi kepada pemerintah desa/kelurahan untuk disalurkan kepada masyarakat desa/kelurahan sebagai pinjaman yang harus dikembalikan dan digulirkan diantara kelompok usaha ekonomi masyarakat. Tujuannya adalah merangsang pertumbuhan dan pengembangan usaha ekonomi masyarakat agar lebih produktif. Penelitian ini dilakukan di Desa Raknamo dan Desa Sillu di wilayah Kabupaten Kupang, dengan menggunakan pendekatan kualitatif deskriptif. Penentuan dua desa dengan mempertimbangkan adanya kesamaan karakter wilayah, sosial, ekonomi dan budaya, namun proses implementasi program Desa Mandiri Anggur Merah berbeda, sehingga dampak yang dihasilkan juga berbeda. Oleh karena itu, Penelitian ini bertujuan mengeksplorasi bagaimana proses implementasi dan faktor-faktor apa saja yang mempengaruhi efektivitas implementasi program di kedua desa. Data yang digunakan berupa data primer dan sekunder, pengumpulan data dilakukan dengan wawancara mendalam, observasi dan dokumentasi. Hasil Penelitian menunjukkan bahwa implementasi Program Desa Mandiri Anggur Merah di Desa Raknamo dan Desa Sillu belum efektif. Hal ini dilihat dari beberapa faktor yang mempengaruhinya seperti : 1). Terbatasnya dana pinjaman sebagai modal usaha bagi kelompok-kelompok usaha masyarakat untuk mengembangkan usaha ekonomi produktif; 2) rendahnya tingkat pemahaman masyarakat terhadap Program Desa Mandiri Anggur Merah, yang menyebabkan tingginya tingkat kemacetan pengembalian dana pinjaman;3). Rendahnya sinergitas program antara program bantuan dari pemerintah Kabupaten Kupang dan Program Desa Mandiri Anggur Merah; 4). Budaya lokal masyarakat yang sangat kuat, dimana status dan harga diri tergantung pada besarnya sumbangan ternak dalam ritual adat masyarakat Timor sehingga mempengaruhi pengembangan usaha ternak. ABSTRACT The poverty alleviating still becomes the main priority of East Nusa Tenggara government policy. One of its policy is Anggur Merah Independent Village program. It is a program to improve welfare for people in the villages of all districts or cities in East Nusa Tenggara. The aid is Rp.250.000.000,- of grant fund for each village that is given by provincial government to the village government to be distributed to the villagers as the loan that must be refunded and shared among the target group. Its objective is to stimulate the growth and the development of economy effort in order to be more productive. This research was done in Raknamo village and Sillu village in Kupang District by using descriptive qualitative approach. The determination of these two villages by considering the same area character, social, economy and culture, but the implementation of Anggur Merah Independent Village Program was different, so the effect of the result was also different. The objective of this research was to explore how was the implementation process and what kinds of factors that influenced the effectiveness of program implementation in both villages. The primary and secondary data were used in this research, the data collection was done by interviewing in detail, observation and documentation. The result of this research showed that the implementation of Anggur Merah Independent Village program in Raknamo village and Sillu village has not been effective yet. It has been seen from some factors that influenced it, such as : 1) the limited loan fund as the target group capital to develop productive economy effort. 2) The target group still lack of understanding in Anggur Merah Independent Village program that caused the high level of the breakdown of loan fund repayment. 3) the lack of program synergy between the aid of Kupang district government and the program of Anggur merah independent village. 4) the local culture of the people that is very strong where the status and self esteem is depend on the big donation of cattle in the Timorese custom ritual.
