EVALUASI PENERAPAN SISTEM INFORMASI KESEHATAN DI PUSKESMAS KELURAHAN SETIABUDI

Latar belakang: Sistem Informasi Kesehatan merupakan sistem yang dirancang untuk memenuhi berbagai persyaratan minimum yang dibutuhkan dalam kegiatan pengolahan informasi kesehatan daerah, mulai dari proses pengumpulan, pencatatan, pengolahan, sampai dengan distribusi Informasi Kesehatan. Sistem Informasi Kesehatan ini dirancang untuk menjadi standar bagi pemerintah daerah dalam pengelolaan informasi kesehatan di daerah, meliputi pelaksana kesehatan yang ada didalamnya yaitu Puskesmas, Dinas Kesehatan Kabupaten/Kota dan Dinas Kesehatan Provinsi. Salah satu Puskesmas yang telah menyelenggarakan Sistem Informasi Puskesmas adalah Puskesmas Kelurahan Setiabudi. Sistem Informasi Puskesmas ini diterapkan oleh Puskesmas Kelurahan Setiabudi sejak tahun 2017 diantaranya pada pelayanan loket, pelayanan poli umum, pelayanan poli gigi, pelayanan poli MTBS, pelayanan ruang obat. Tujuan: Mengevaluasi penerapan SIK di Puskesmas Kelurahan Setiabudi. Sedangkan tujuan khususnya adalah mengidentifikasi penerapan SIK, mengidentifikasi kualitas informasi kesehatan setelah menggunakan SIK, mengidentifikasi faktor-faktor teknik, mengidentifikasi faktor-faktor perilaku, dan mengidentifikasi faktor-faktor organisasi yang mempengaruhi kualitas SIK. Metode: Penelitian ini merupakan penelitian kualitatif dengan rancangan studi kasus, yaitu dengan menggali secara mendalam mengenai kualitas SIK yang digunakan sebagai sistem pelaporan di Puskesmas Kelurahan Setiabudi Hasil: Formulir isian aplikasi SIK mudah diisi, sesuai dan relevan dengan kebutuhan laporan Puskesmas. Infrastruktur teknologi informasi masih kurang. Motivasi SDM dalam mengimplementasikan aplikasi ini sudah baik. Pelatihan serta bimbingan masih kurang. Kualitas data sudah baik, akurat dan tepat waktu. Output yang dihasilkan sudah memenuhi kebutuhan pelaporan di Puskesmas. Kesimpulan: Perlunya peningkatan kompetensi SDM melalui pendidikan dan pelatihan. Infrastruktur teknologi informasi perlu ditingkatkan baik kuantitas maupun kualitas.

Background: Health Information System is a system designed to meet the various minimum requirements needed in regional health information processing activities, starting from the process of collecting, recording, processing, to distributing Health Information. This Health Information System is designed to be a standard for local governments in managing health information in the region, including public healthcare officer within the Primary Healthcare, District/City Health Offices and Provincial Health Offices. One of the Primary Healthcare that has held the Health Information System is the Kelurahan Setiabudi Primary Healthcare. The Health Information System is implemented since 2017 that includes the registration counter service, general clinic services, dental clinic services, integrated health management for infant services, and drug services. Objective: The general objective is to evaluate the application of Health Information Systems at the Kelurahan Setiabudi Primary Healthcare. The specific objective is to identify the application of Health Information Systems, identify the quality of healthcare information, identify technical factors, behavioral factors, and organizational factors that affect the quality of Health Information Systems. Method: This research is a qualitative study with a case study design, which exploring the quality of Health Information Systems that is used as a reporting system at the Kelurahan Setiabudi Primary Healthcare. Results: The Health Information System form is easy to fill in, in line with and relevant to the needs of the Primary Healthcare reports. The infrastructure of information technology is insufficient. The motivation of the officers in implementing this application is good. There are less training and guidance to implement the system. Data quality is good, accurate and timely. The output produced has met the reporting needs of the Primary Healthcare. Conclusion: Training for the officer must be carried out continuously. The special funds are needed for implementing this application. The infrastructure of information technology must be improved in quality and quantity.
