PERANAN APLIKASI QLUE DALAM KONSEP JAKARTA SMART CITY TERKAIT DENGAN PERMASALAHAN BANJIR

Perkembangan teknologi dan komunikasi saat ini digunakan dalam pelayanan publik oleh pemerintah Provinsi DKI Jakarta. Aplikasi Qlue merupakan salah satu aplikasi dalam konsep Jakarta Smart City. Aplikasi ini bertujuan sebagai media pelaporan masyarakat sehingga masyarakat lebih mudah untuk mengadukan masalah yang ada di sekitarnya. Penelitian ini bertujuan untuk 1) mengidentifikasi informasi tentang banjir melalui aplikasi Qlue; 2) memetakan persebaran masalah banjir dan mengidentifikasi kondisi wilayah yang terdampak banjir di Jakarta; dan 3) mengidentifikasi peranan aplikasi Qlue terkait dengan masalah banjir menurut masyarakat dan harapan keberlanjutan aplikasi Qlue. Metode penelitian yang digunakan adalah metode kualitatif. Data yang digunakan adalah data sekunder dari aplikasi Qlue dan data primer yang diperoleh dari hasil wawancara mendalam terhadap pengguna Qlue. Teknik analisis data yang digunakan adalah analisis deskriptif kualitatif. Berdasarkan hasil penelitian, aplikasi Qlue menyediakan informasi seperti lokasi masalah, foto pendukung laporan, dan juga deskripsi masalah. Melalui data yang dihimpun dari aplikasi Qlue juga dapat dipetakan persebaran masalah banjir yang sebagian besar berada di Jakarta Barat dan Jakarta Utara. Aplikasi Qlue dianggap membantu mengatasi permasalahan lingkungan karena proses penindaklanjutan laporan yang dianggap cepat. Masyarakat berharap aplikasi ini dapat terus digunakan dengan adanya perbaikan sistem dan kebijakan.

The development of information and communication is being used by the DKI Jakarta's government as public services. Qlue application is one of the applications on Jakarta Smart City concept. This application is aimed to be a media for reporting the city's problem and society is more easiness for reporting the problem around the city. This research aims to: 1) information identification for flood problem on Qlue application; 2) map the spread and impact of the flood based on reporting problem on Qlue; 3) identify the role of Qlue application by the perspective of Jakarta's society and hope for the sustainability of this application. The method had been used in this research is a qualitative method. Secondary data was used from Qlue application and the primary data was used from an in-depth interview with Qlue users. The analysis technique was used qualitative descriptive analysis. According to the results, Qlue application is given information such as location, picture and description of the problem reported. Based on the data had been analyzed, the flood areas are mostly on West Jakarta and North Jakarta. The flood happened were made many disadvantage on economic and social aspects. The society thought Qlue could help to solve the flood problem because of the follow-up from the stakeholder just in a minute. Furthermore, the society hoped this application could sustain with evaluating the system and the policy.
