KERJA SAMA PEMERINTAH DAN LEMBAGA NON PEMERINTAH UNTUK PENGEMBANGAN WILAYAH MELALUI PENDIDIKAN VOKASI DI KABUPATEN KUDUS

Globalisasi memberikan dampak pada berbagai aspek pembangunan. Disisi lain menuntut suatu daerah melakukan terobosan pembangunan agar mampu memunculkan identitas daerah. Salah satu terobosannya yaitu melakukan kerja sama dengan non state actor untuk pengembangan wilayah. Kabupaten Kudus merupakan salah satu kabupaten yang melakukan pengembangan wilayah dengan menggandeng non state actor untuk pengembangan wilayah melalui pendidikan vokasi. Penelitian ini bertujuan untuk mendeskripsikan proses pengembangan wilayah sebagai hasil kerja sama dengan non state actor dan menemukan faktor-faktor yang mempengaruhi pengembangan wilayah tersebut. Lokasi penelitian berada di Kabupaten Kudus, data penelitian yang digunakan yaitu data primer berupa wawancara dan observasi lapangan serta data sekunder berupa dokumen dan data yang bersumber dari media sosial atau internet. Metode penelitian yang digunakan adalah metode studi kasus tunggal holistik dengan satu unit kasus yaitu kerja sama pemerintah dan lembaga non pemerintah untuk pengembangan wilayah melalui pendidikan vokasi, adapun analisis data mendasarkan pada preposisi yang disajikan dengan analisis deskriptif. Hasil penelitian menunjukkan bahwa kerja sama antara pemerintah dan lembaga non pemerintah mampu mendorong pengembangan wilayah yang didukung oleh pemimpin yang memiliki tipe problem oriented dan relationship oriented serta adanya lembaga non pemerintah yang memiliki kepentingan yang sama. Kerja sama tersebut juga menunjukkan bahwa tidak hanya pada sektor pembangunan fisik namun dapat dilakukan pada pembangunan kualitas sumber daya manusia. Faktor yang mempengaruhi kerja sama untuk pengembangan wilayah di Kabupaten Kudus yaitu kepemimpinan, Djarum Foundation, Person in Charge, industri, politik dan teknologi.

Globalization generates impacts on various development aspects. On the other side, it demands a region to conduct development innovations in order to be able to manifest an identity of a region. One of the innovations is by conducting partnership with non state actor for the regional development. Kudus Regency is one of the regencies which conduct regional development by collaborating with non state actor through vocational education. This research is aimed to describe the process of regional development as the partnership result with non state actor and discover the factors that determine the regional development. The research was located in Kudus Regency, the data used in this research were primary data in the form of interview and field observation as well as the secondary data in the form of document and the data which derived from social media or internet. The method used in this research is a holistic single case study with one case unit, namely the partnership between government and non state actor for regional development through vocational education, the data analysis was based on the preposition which presented through a descriptive analysis. The results of this research indicate that the partnership between government and non state actor is able to encourage the regional development which supported by leaders characterized by problem oriented and relationship oriented type of leadership as well as the presence of non state actor that has the same interest. The partnership shows that the developments are not only able to be conducted in physical sector only but also in the quality of human resources. The factors that determine the partnership for regional development in Kudus Regency are leadership, Djarum Foundation, Person in Charge, Industry, Politics, and Technology.
