KONFLIK ATAS RUANG DAN KELAS YANG TERPINGGIRKAN (Analisa Produksi Ruang dan Hak Atas Kota dalam Pembangunan New Yogyakarta International Airport (NYIA) di Kecamatan Temon, Kabupaten Kulonprogo)

Proses pemindahan Bandara Internasional Adisucipto ke Temon, Kulonprogo menimbulkan konflik berkepanjangan. Sejak tahun 2012, ketika sosialisasi dilakukan kepada masyarakat yang berujung penolakan 8400 warga terdampak bandara baru. Konflik atas ruang ini menarik diteliti karena wacana over capacity Bandara Adisucipto telah digulirkan Gubernur DIY sejak awal 2000an. Rencana ini semakin kuat setelah masuk dalam program nasional dalam MP3EI era Presiden SBY dan RPJMN era Presiden Jokowi. Dua tahun terakhir, konflik ruang hidup di Temon mencapai puncaknya. Ditandai dengan terpinggirkannya ribuan warga dari ruang hidup mereka. Penelitian ini berupaya mengeksplorasi substansi Konflik atas Ruang dan upaya menguak fakta terjadi peminggiran kelas/masyarakat lokal yang telah puluhan tahun mendiami tanah Temon. Menggunakan pisau bedah analisa Produksi Ruang (Production of Space) dan Hak Atas Kota (Right to the City) yang dikenalkan Henri Lefebvre. Penelitian ini menggunakan metode penelitian Induktif dan bersifat Kualitatif. Pendekatan ini dipilih karena penelitian berangkat dari melihat fenomena dan keunikan lokasi sehingga menjadi bahan eksplorasi lebih jauh. Hasil itu yang kemudian dideskripsikan dalam kata-kata dari hasil analisis. Penelitian ini berhasil menjabarkan secara periodik dari tahun ke tahun dinamika konflik yang terjadi, menggambarkan kompleksitas konflik dan mengulas peran antar aktor, apa persoalan utama yang terjadi, seperti apa motifnya, dan temuan persoalan lainnya. Selain itu, penelitian ini juga menyimpulkan telah terjadi peminggiran kelas masyarakat lokal dalam pembangunan bandara ini. Hal ini terbukti dengan prosesi appraisal dan land clearing yang disertai intimidasi, pemaksaan dan kekerasan. Benar kata Lefebvre, bahwa kuasa modal akan memperluas ruang mereka dengan memproduksi ruang baru. Produksi Ruang inilah yang seringkali ahistoris, tidak peka kondisi sosial dan sangat ekonomi sentris. Penelitian ini juga berhasil merekam terjadi pelanggaran Hak atas Kota kepada warga terdampak bandara baru.

The relocation process of Adisucipto International Airport to Temon, Kulonprogo caused prolonged conflict. Since 2012, when the socialization was done to the society which culminated in the rejection of 8400 residents affected by the new airport. The conflict over this space is interesting to be researched because the discourse of Adisucipto Airport overcapacity has been launched by the Governor of Yogyakarta since the early 2000s. This plan is getting stronger after being included in the national program in MP3EI of President SBY and RPJMN of President Jokowi. In the last two years, the conflict of living space in Temon has reached its peak. Characterized by the marginalization of thousands of citizens from their living space. This research means to explore the substance of the Conflict over Space and to reveal the fact that there is a marginalization of the local society that has lived in Temon for decades. Using a scalpel analysis of the Production of Space and Right to the City introduced by Henri Lefebvre. This research uses inductive and qualitative research methods. This approach is chosen because the research departs from seeing the phenomenon and the uniqueness of the location making it a further exploration material. The results are then described in the words from the analysis result. This research has succeeded describing the conflict dynamics periodically year by year, describing the complexity of the conflict and reviewing the role of the actors, what the main issues are, what their motives are, and the findings of other issues. In addition, this study also conclude that there has been a marginalization of the local society in the construction of this airport. This is evidenced by appraisal and land clearing processions that are accompanied by intimidation, force and violence. What Lefebvre said was correct, that the power of capital will expand their space by producing new space. Space production is often ahistorical, insensitive to social conditions and highly economic centric. The study also managed to record violations of City Rights to residents affected by the new airport.
