KERJO NELAYAN CAKALANG KI, LANANGE WONG LANANG: STUDI TRANSFORMASI KEGIATAN PRODUKSI NELAYAN WONOKERTO

Nelayan tidak dapat terhindar dari perubahan kegiatan produksinya, kondisi nelayan sebagai seorang pemburu menjadikan mereka harus siaga dalam perubahan kegiatan produksi. Keadaan tersebut terjadi akibat dari kerja dasar nelayan sebagai seorang pemburu, status ini menjadikan tingkat resiko ketidak pastian kerja lebih tinggi dibanding profesi kerja lainnya.. Perubahan dalam kegiatan produksi ini menempatkan proses-proses tertentu hingga dapat terjadi, selain itu terdapat penyesuai-penyesuaian yang dilakukan oleh nelayan agar mampu membangun kegiatan produksi yang baik. Hal ini juga yang terjadi pada komunitas nelayan Wonokerto, mereka saat ini sudah bertransformasi dari nelayan kecil yang melakukan kegiatan produksi di sekitaran perairannya, saat ini berubah menjadi ABK (Anak Buah Kapal) kapal besar perikanan di daerah Jakarta. Agar mampu melihat kondisi apa yang terjadi dalam transformasi kegiatan produksi ini, saya melakukan kajian historis mengenai kondisi-kondisi apa saja yang mempengaruhi perubahan tersebut. Dari penelitian yang telah dilakukan, saya menyimpulkan bahwa perubahan nelayan Wonokerto banyak disebabkan oleh tekanan institusi pasar, kuatnya tekanan pasar ini menjadikan nelayan terus menerus melakukan eksploitasi terhadap lautan, sehingga mengakibatkan menipisnya stok ikan di sekitar perairan Wonokerto, hal ini kemudian memaksa mereka harus mencari alternatif kerja. Peluang yang ditawarkan oleh kapal perikanan di Jakarta, menjadi faktor penarik yang besar bagi nelayan Wonokerto, mereka berbondong-bondong pergi ke Jakarta untuk mencari nafkah. Perubahan kegiatan produksi ini tidak semata-mata langsung diterima oleh nelayan Wonokerto, terdapat negoisasi tertentu agar mengurangi resiko ketidak pastian kerja para nelayan. Mereka tidak mau kembali terlantar dalam ketidak pastian kerja yang selalu menghantui para nelayan, hal ini kemudian membentuk peran jurumudi yang direproduksi dari sistem produksi sebelumnya (seperti saat masih sebagai nelayan kecil). Peran jurumudi di antara nelayan Wonokerto saat ini, tidak lagi sebatas sebagai pengawas kerja, mereka juga menjadi penjamin atas kehadiran para tenaga kerja agar kegiatan produksi dapat berjalan. Untuk memiliki kemampuan dalam menjamin tenaga kerja tersebut, pemilik kapal memberikan suntikan modal besar untuk jurumudi agar terhindar dari hilangnya akses terhadap tenaga kerja. Peran ini kemudian menempatkan jurumudi sebagai middleman antara ABK dan pemilik kapal, serta sekaligus sebagai patron dari ABK-ABKnya.

Fishermen cannot avoid from the dynamic of production activities, the condition of the fishermen as a hunter makes them to be ready from the changes of production activities. This situation occurs as a result of the basic work of the fisherman as a hunter, this status makes the level of risk of work uncertainty is higher than other occupational professions. Changes in these production activities put certain processes to occur, in addition there are adjustments made by fishermen to be able for build a good production activities. This is also the case with the fishermen community of Wonokerto, they are now transformed from small fishermen who conduct production activities in the surrounding waters. Wonokerto fisherman this time, turned into a crew of larges-vessel fishery in the area of Jakarta. In order to see what conditions occur on transformation of this production activity, I undertake a historical study of the conditions under which these changes are affected. From the research that I have done, I conclude that the change of Wonokerto fisherman is caused by the pressure of market institution and the change of nature. The strength of this market pressure makes fishermen continuously exploit the ocean, resulting depletion of fish stocks around Wonokerto waters, because this reason Wonokerto fisherman must be find another alternatives work. Opportunities offered by fishery vessels in Jakarta, became a major attraction factor for fishermen Wonokerto, they flocked to Jakarta to earn a living. Changes in production activities are not solely received by fishermen Wonokerto, there are certain negotiations in order to reduce the risk of uncertain the work of the fishermen. They do not want to be re-abandoned in the uncertainty of work that always haunts them, this then forms the role of the jurumudi who is reproduced from the previous production system (like a small fisherman system). The role of the current community of fishermen in Wonokerto is no longer limited to the supervisor of work, they are also the guarantor of the presence of the workforce to make the production activities work. To have the capability in ensuring the workforce, the shipowner gives a large capital injection to the juror to avoid loss of access to labor. This role then puts the jurumudi as a middleman between crew and boat owners, as well as a patron of his crews.
