THE EXPLORATION OF THE PERFORMANCE OF PROJECT MANAGEMENT IN CONSTRUCTION PROJECT IN LIBYA: CONTRACTOR'S PERSPECTIVE

The construction industry is one of the major contributors to the growth of socio-economic development. There are three important aspects that are the main focus of construction service providers. This is the time, quality and cost. However, some construction companies in Libya have problems finishing construction projects on time and within budget. This leads to negative impacts on the success of such projects, such as exceeding the time limit and need to increase the cost of projects. Given the large number of project delays and cost overruns, there must be a solution. The aim of this study is to verify how contractors implement project planning and how to implement project planning in this area. This study is an early stage in solving some of the problems causing project delays in Libya. The results of the study indicate that there is a lack of awareness among contractors about the importance of preparing timetables and cost estimates at the planning stage. In addition, during the construction phase, the initial project plans are not used to guide or evaluate progress. At the end of the construction process, almost all contractors agreed that they faced delays in the projects, and that construction and infrastructure products were different from the owner's expectations.
