FAKTOR-FAKTOR PENENTU PEMILIHAN LOKASI HOTEL BERBINTANG DI KOTA PEKANBARU

Pertumbuhan jumlah hotel berbintang di Kota Pekanbaru menunjukkan peningkatan yang cukup signifikan. Hal ini dipengaruhi oleh tingginya kebutuhan akan jasa akomodasi perhotelan di Kota Pekanbaru dan dibarengi oleh tingginya angka rata-rata pertumbuhan ekonomi sebesar 6,67% pertahun, sehingga banyak para investor yang melakukan investasi di Kota Pekanbaru khususnya pada sektor perhotelan. Pada mulanya, mayoritas lokasi hotel berbintang di Kota Pekanbaru terkonsentrasi pada wilayah pusat kotanya. Namun akhir-akhir ini mulai teridentifikasi bahwa adanya perubahan perilaku investor hotel yang mulai mendirikan usaha hotelnya keluar wilayah pusat kota. Tentunya ada berbagai macam motif pertimbangan para investor hotel dalam pemilihan lokasi hotelnya. Oleh karena itu penelitian ini bertujuan untuk menggambarkan sebaran dan perkembangan hotel berbintang di Kota Pekanbaru serta faktor-faktor yang menentukan dalam pemilihan lokasi hotel berbintang di Kota Pekanbaru. Penelitian ini menggunakan pendekatan deduktif. Metode yang digunakan adalah metode spasial dan mixed methods research model sequential explanatory (kombinasi kuantitatif dan kualitatif). Variabel faktor yang diuji pada penelitian ini yaitu aksesibilitas (ketersediaan jalan yang baik, ketersediaan transportasi umum, kedekatan dengan bandara, ketersediaan fasilitas umum), adanya pesaing di sekitar lokasi, jarak dengan pusat kota (CBD), ukuran/luas tanah, dekat dengan jalur jalan utama kota dan, kebijakan peruntukan lokasi. Hasil dari penelitian ini adalah sebaran dan perkembangan hotel berbintang di Kota Pekanbaru cenderung berada pada kawasan yang memiliki akses baik seperti pada wilayah pusat kota yang memiliki kegiatan yang cukup kompleks seperti perdagangan dan jasa, permukiman padat dan pekantoran. Namun pada 10 tahun belakangan trend persebaran hotel berbintang di Kota Pekanbaru mulai merambat keluar wilayah pusat kotanya yaitu pada kawasan pendidikan tinggi, permukiman, dan kawasan bandara. Hal ini terjadi karena ruang di kawasan pusat kota yang semakin terbatas dan investor hotel mulai mempertimbangkan penyediaan sebuah hotel untuk melayani kebutuhan yang berkaitan dengan kegiatan pendidikan (kampus) dan keperluan kegiatan transit (bandara). Untuk faktor-faktor penentu pemilihan lokasi hotel berbintang di Kota Pekanbaru bahwa secara garis besar semua faktor/variabel yang diuji dinilai menentukan oleh para investor hotel. Akan tetapi faktor yang dianggap paling menentukan oleh investor dalam pemilihan lokasi hotelnya adalah aksesibilitas seperti ketersediaan jalan yang baik, ketersediaan transportasi umum, kedekatan dengan bandara, dan ketersediaan fasilitas umum.

The growing number of star hotels in Pekanbaru City has shown quite significant improvement. This condition is influenced by the high requirement of hotel accommodation service in Pekanbaru City along with the high average of economic growth with 6.67% per year, therefore, there are many investors who conduct investment in Pekanbaru City, especially on the hotel sector. At the beginning, the majority of star hotel locations in Pekanbaru City were concentrated at the center of the city. However, at present, it starts to be identified that there is a change in the behavior of hotel investors who start to establish their hotel business out of the city center. Obviously, there are various consideration of motives from hotel investors in determining their hotels locations. Therefore, this research is aimed to describe the distribution and the development of star hotels in Pekanbaru City as well as the factors that determine the location of star hotel in Pekanbaru City. This research was using the deductive approach. The method used is a spatial method and mixed methods research model of sequential explanatory (combination of quantitative and qualitative). The factor variables tested in this research are accessibility (the availability of proper road infrastructures, the availability of public transportation, the distance towards airport, the availability of public facilities), the existence of rivals around the location, the distance towards CBD (Central Business District), the area width, close to the city main roads, the location allotment/allocation policies. The results of this research reveal that the distribution and the development of star hotels in Pekanbaru City tend to be located at the area with decent accesses, including the city center that has quite complex activities such as trading and service activities, dense settlements, and offices. However, in the last 10 years, the trend of star hotel distribution in Pekanbaru City starts to reach outside the city center which shifted into the area of university/higher education institution, settlements, and airport areas. This condition is occurring due to the space in the city center which getting limited and the hotel investors begin to consider the establishment of a hotel to serve the requirements associated with the education activities (campus) and the requirements of transit activity (airport). As for the factors which determine the location of star hotels in Pekanbaru City; it is found that generally all factors/variables that have been tested are assessed as determining by the hotel investors. However, the factor which considered as the most determining by the investors in the selection of hotel location is the accessibility, including the availability of proper road infrastructures, the availability of public transportation, the distance towards airport, the availability of public facilities
