CSR PT Pertamina EP Asset 1 Pangkalan Susu Field memiliki program pemberdayaan di Desa Teluk Meku Kabupaten Babalan Provinsi Sumatra Utara. Program pemberdayaan tersebut adalah sebuah kemitraan dengan Kelompok Benur Windu sebagai sasaran program. Kelompok Benur Windu merupakan sebuah kelompok perikanan, dengan adanya kemitraan yang terjalin antara perusahaan dengan kelompok adalah pembudidayaan ikan bandeng. Pembudidayaan ikan tersebut dengan melihat potensi di Desa Teluk Meku, tujuan dari program tersebut salah satunya adalah untuk meningkatkan pendapatan anggota kelompok Benur Windu. Skripsi karya ini ditulis untuk mengetahui efektivitas program pemberdayaan perikanan dengan Kelompok Benur Windu sebagai mitra binaan CSR PT Pertamina EP Asset 1 Pangkalan Susu Field. Efektivitas dapat diketahui dengan menggunakan evaluasi model CIPP, model tersebut dipilih karena dengan model evaluasi tersebut sebuah program pemberdayaan masyarakat mampu diketahui secara holistik atau menyeluruh. Model evaluasi ini melihat pada empat tahapan aspek yaitu evaluasi konsep, evaluasi input, evaluasi proses, dan evaluasi produk. Melalui evaluasi yang menyeluruh tadi dapat diketahui kekurangan serta kelebihan dari sebuah program tersebut untuk sasaran dari program kemitraan. Sehingga melalui skripsi ini penulis mampu belajar mengenai program pemberdayaan yang dilakukan CSR PT Pertamina EP Asset 1 Pangkalan Susu Field dan mampu memberikan saran untuk berjalannya program kedepan.

CSR PT Pertamina EP 1 Asset Pangkalan Susu Field has a program of empowerment in the village Bay Meku Babalan District of North Sumatra Province. The empowerment program is a partnership with a group of eight years as Benur Windu Group target program. Group Benur Windu is a group of fisheries, with the existence of a partnership between the company established with the Group was cultivating fish whitefish. The cultivation of the fish see the potential in the village Teluk Meku, the goal of the program is to increase the income of the Group Benur Windu. My thesis work was written to find out the effectiveness of fisheries with the empowerment program Group Benur Windu assisted as partners in CSR PT Pertamina EP 1 Asset Pangkalan Susu Field. Effectiveness can be known by using the CIPP model, a model of evaluation were selected because with such an evaluation model of community empowerment program able to known holistically or thorough. This evaluation looked at the model of the four stages of concept evaluation,including aspects of the evaluation process, evaluation, input and evaluation products. Through a thorough evaluation of the last known disadvantages as well as advantages of such a program for the target of the partnership program. So that through this thesis writers are able to learn about the program's empowerment conducted CSR PT Pertamina EP 1 Asset Pangkalan Susu Field and able to provide advice to the program went ahead.
