ANALISIS BIAYA DAN MANFAAT KEBERADAAN GOJEK SEBAGAI SARANA TRANSPORTASI ONLINE DI KOTA YOGYAKARTA

Transportasi publik adalah salah satu kebutuhan yang sangat vital dalam kehidupan bermasyarakat. Karena transportasi berperan menggerakkan sekaligus menumbuhkan perekonomian rakyat. Tanpa transportasi public yang baik, mustahil kemajuan sebuah kota atau negara dapat dicapai. Kalau penyediaan layanan transportasi tidak sebanding dengan kebutuhan transportasi, maka masyarakat beralih kepada kendaraan pribadi, sehingga mengakibatkan kemacetan dan menimbulkan persoalan-persoalan lainnya. Kemajuan zaman dengan inovasi teknologi mengubah pola hidup masyarakat, termasuk dalam bidang transportasi. Adanya aplikasi untuk pengemudi dan penumpang memungkinkan kendaraan pribadi menjadi angkutan umum, bahkan tidak terkecuali roda dua. Transportasi Berbasis Online (TBO) menjadi marak dan sangat diminati masyarakat karena memang memberikan berbagai kemudahan yang tidak ditemukan di layanan transportasi existing. Keberadaan TBO roda dua seperti Gojek menimbulkan kontroversi di tengah masyarakat. Karena di satu sisi, UU nomor 22 tahun 2009 tentang LLAJ tidak mengakomodir roda dua sebagai angkutan umum. Tetapi di sisi lain, dengan pelayanan transportasi yang masih minim, masyarakat merasa sangat terbantu dengan keberadaan Gojek. Hal ini membuat Pemerintah Kota Yogyakarta terkesan membiarkan, tidak melarang dan juga tidak mengatur operasional Gojek. Dilihat dari sudut pandang ekonomi, konsumen jelas memilih produk barang/ jasa yang lebih baik dengan harga bersaing. Gojek memenuhi kedua hal tersebut, karena baik dari segi aksesibilitas dan dari segi tarif, Gojek memiliki nilai lebih. Sehingga melihat fenomena ini, penulis tertarik untuk menganalisis bagaimana kelayakan Gojek sebagai transportasi online dinilai dari analisis biaya dan manfaat. Jika manfaat yang ditimbulkan lebih besar daripada biaya, maka suatu kebijakan atau program dianggap layak, artinya Gojek layak sebagai salah satu transportasi online dalam kota. Perbandingan biaya dan manfaat yang diperoleh adalah Rp 1,56. Artinya setiap Rp 1 biaya yang dikeluarkan oleh masyarakat untuk Gojek, akan menghasilkan manfaat sebesar Rp 1,56. Analisis selanjutnya adalah, dengan melihat tingginya animo masyarakat untuk melamar menjadi driver Gojek, penulis tertarik menghitung kelayakan investasi sepeda motor untuk Gojek, sehingga dapat diketahui apakah investasi tersebut menguntungkan atau tidak bagi masyarakat. Dihitung dari aspek financial, investasi sepeda motor untuk Gojek layak dilakukan. Kriteria kelayakan yang pertama adalah dari B/C Ratio sebesar 1, 12 ( > 1), NPV sebesar Rp 18.138.522 (positif) IRR pada tingkat 34,74 % ( > rate discount yang berlaku) dan PBP selama 1 tahun 10 bulan (relative cepat). Manfaat ekonomi dan keuntungan bisnis adalah salah satu alasan mengapa Gojek begitu diminati. Selain sebagai hasil perkembangan teknologi yang juga tidak mungkin dihentikan. Sehingga fenomena Gojek tidak mungkin dilarang, sebaliknya harus diatur dengan aturan yang jelas, sehingga tidak menimbulkan konflik yang lebih besar di tengah masyarakat. Tentunya sambil terus membenahi masalah transportasi publik di kota Yogyakarta.

Public transportation is one of the most vital needs in the life of society. Because transportation plays a role as well as foster people's economy. Without good public transport, it is impossible for a city or country to progress. If the provision of transportation services is not proportional to the transportation needs, then people turn to private vehicles, resulting in congestion and other problems. The advancement of the times with technological innovations changed the lifestyle of people, including in the field of transportation. The existence of applications for drivers and passengers allows private vehicles to be public transport, include motorcycle. Online Based Transportation is becoming a popular and highly desirable community because it provides various facilities that is not found in existing transportation services. The existence of Ojek Online such as Gojek caused controversy in the community. Because on the one hand, Law No. 22 of 2009 about road traffic does not accommodate two-wheeler as public transportation. But on the other hand, with transportation services that are still minimal, people feel very helped by the existence of Gojek. This makes the City of Yogyakarta impressed let, not prohibit and also does not regulate the operation of Gojek. Seen from an economic point of view, consumers are obviously choosing better services at competitive prices. Gojek meet both of these, because both in terms of accessibility and in terms of tariffs, Gojek has more value. So looking at this phenomenon, the author is interested to analyze how the feasibility of Gojek as an online transportation is assessed from the analysis of costs and benefits. If the benefits incurred outweigh the costs, then a policy or program is deemed feasible, meaning that Gojek deserves to be one of the online transportation in the city. Comparison of cost and benefits obtained is Rp 1.56. This means that every Rp 1 expenses incurred by the community for Gojek, will generate benefits of Rp 1.56. The next analysis is, given the high public interest to apply for drivers Gojek, author is interested in calculating the feasibility of motorcycle investment for Gojek, so it can be seen whether the investment is profitable or not for the community. Calculated from the financial aspect, motorcycle investment for Gojek is feasible. The first criteria of eligibility are from B / C Ratio of 1, 12 (> 1), NPV of Rp 18,138,522 (positive) IRR at the rate of 34.74% (> prevailing rate discount) and PBP for 1 year 10 months relatively fast). Economy benefits and business profit is one of many reasons why Gojek is so familiar in society. Of course Gojek as a result of innovation and technology development that is unstopable. So, it is impossible to prohibit Gojek, Government has to make a good policy to regulate its operational instead. A good policy will prevent bigger conflicts happen in society and in the same time, public transportation has to be improved.
