Social Licence Index: Studi Tentang Penerimaan Sosial Masyarakat Terhadap PT Sinar Tambang Arthalestari Ajibarang

Penelitian ini bertujuan untuk mengetahui social licence index atau indeks penerimaan sosial masyarakat terhadap PT Sinar Tambang Arthalestari Ajibarang. Hal ini penting, mengingat bahwa Social Licence Index merupakan salah satu aspek penting yang dapat menilai sejauh mana keberadaan perusahaan diterima atau tidak oleh masyarakat di sekitarnya. Data mengenai persepsi masyarakat atas indikator-indikator social licence yaitu economic legitimacy, socio-political legitimacy, interactional trust, dan institutional trust merupakan bahan rujukan penting bagi perusahaan untuk ikut berpartisipasi dalam pemberdayaan masyarakat. Selama ini, lisensi sosial kerap dinomor-duakan dalam proses pendirian perusahaan, sehingga bukan tidak mungkin pro-kontra, penolakan dan gejolak terjadi di masyarakat. Masalah utama penelitian ini adalah mencari tahu Level of Social Licence Index PT Sinar Tambang Arthalestari Ajibarang. Penelitan ini menggunakan konsep Social Licence to Operate yang mengacu pada penelitian Thomson dan Boutilier. Thomson dan Boutilier mendefinisikan Social License to Operate sebagai sebuah ukuran ijin sosial yang diperoleh dari persepsi dari stakeholder tentang penerimaan perusahaan berikut aktivitas operasionalnya di sebuah wilayah masyarakat tertentu. Dalam konsep Social Lisence to Operate yang dikembangkan oleh Thomson, terdapat beberapa faktor utama sekaligus akan menentukan level penerimaan yaitu legitimasi ekonomi, legitimasi sosial politik, kepercayaan interaksional dan kepercayaan institusional. Metode yang dipakai dalam penelitian ini adalah metode kuantitatif deskriptif. Teknik pengumpulan data yang digunakan yaitu observasi, kuesioner dan dokumentasi dengan metode stratified random sampling dan simple random sampling. Lokasi penelitian adalah di enam desa yang merupakan Ring 1 PT Sinar Tambang Arthalestari Ajibarang. Populasi penelitian ini adalah 45.646 orang dengan jumlah sampel 180 orang. Penelitian ini menggunakan teknis analisis dengan Microsoft Exel yang diolah menjadi diagram-diagram pembahasan Hasil penelitian ini merupakan penentuan Level of Social Licence Index PT Sinar Tambang Arthalestari Ajibarang. Dari 180 responden, hasil analisa yang diperoleh adalah level of social licence index PT Sinar Tambang Arthalestari adalah 40,43 dan itu termasuk dalam level approval atau persetujuan. Level persetujuan yang disematkan masyarakat terhadap perusahaan tak lepas dari indikator-indikator social licence yang dinilai masyarakat cukup positif. Pada legitimasi ekonomi, perusahaan mendapatkan persepsi positif yang tinggi sebesar 57 persen. Pada legitimasi sosial-politik, perusahaan mendapatkan persepsi positif sedang sebesar 64 persen. Pada kepercayaan interaksional, perusahaan mendapatkan persepsi positif sedang sebesar 71 persen. Pada kepercayaan institusional, perusahaan mendapatkan persepsi positif sedang sebesar 66 persen. Manfaat-manfaat positif yang dirasakan masyarakat itulah yang menjadi alasan kuat level approval didapatkan perusahaan. Kata kunci: social licence index, CSR, social licence to operate, pabrik semen

This study aims to determine the social license index or social acceptance index of society to PT Sinar Tambang Arthalestari Ajibarang. This is important, given that the Social License Index is one of the important aspects that can assess the extent to which the existence of the company is accepted or not by the surrounding community. Data on public perception of social license indicators, economic legitimacy, socio-political legitimacy, interactional trust, and institutional trust are important reference materials for companies to participate in community empowerment. So far, social licenses are often nominated in the process of establishing a company, so it is not impossible pros and cons, rejection and turmoil occur in the community. The main problem of this research is to find out the Level of Social License Index of PT Sinar Tambang Arthalestari Ajibarang. This research uses the concept of Social License to Operate which refers to the research of Thomson and Boutilier. Thomson and Boutilier define Social License to Operate as a measure of social permission derived from stakeholder perceptions of the company's revenue and its operational activities in a given community. In the concept of Social Lisence to Operate developed by Thomson, there are several main factors at the same time will determine the acceptance level of economic legitimacy, social political legitimacy, interactional trust and institutional trust. The method used in this research is descriptive quantitative method. Data collection techniques used were observations, questionnaires and documentation with stratified random sampling method and simple random sampling. The research location is in six villages which is Ring 1 PT Sinar Tambang Arthalestari Ajibarang. The population of this study is 45,646 people with a sample of 180 people. This research uses technical analysis with Microsoft Exel which is processed into the discussion diagrams. The result of this research is determination of Level of Social License Index of PT Sinar Tambang Arthalestari Ajibarang. From 180 respondents, the result of analysis obtained is level of social license index PT Sinar Tambang Arthalestari is 40,43 and it is included in the level of approval. The level of approval that the community pinned against the company can not be separated from the indicators of social license that is considered quite positive. On the legitimacy of the economy, companies get a high positive perception of 57 percent. In socio-political legitimacy, firms earn moderate positive perceptions of 64 percent. In interactional trust, the company gets a moderate positive perception of 71 percent. In institutional confidence, the company gets a moderate positive perception of 66 percent.
