APLIKASI VALUE ENGINEERING TERHADAP PRE-CAST FACADE PADA PROYEK PEMBANGUNAN RUSUN PODOMORO GOLF VIEW CIMANGGIS JAWAB BARA

Menurut peraturan Departemen Pekerjaan Umum Nomor: 222/KPTS/CK/1991 Direktorat Jendral Cipta Karya mengenani pedoman spesifikasi teknis penyelenggaraan pembangunan gedung bahwa bangunan yang memiliki nilai anggaran proyek lebih dari 1 miliyar harus diadakan analisi Value Engineering. Tujuan dari pengaplikasian Value Engineering adalah untuk mendapatkan penghematan biaya (cost efficiency) dengan mengetahui nilai anggaran proyek dan waktu yang dapat dihemat dari beberapa alternatif yang telah dibuat serta menentukan metode paling efisien untuk pelaksanaan dilapangan pada proyek Podomoro Golf View oleh PT.WiKa Gedung. Dari kesemua alternatif yang dibuat nantinya akan dipilih satu alternatif yang paling efisien untuk diterapkan dari segi biaya, waktu dan metode serta pertimbangan dalam mutu. Metode VE yang digunakan adalah format The Contractor Change Proposal yaitu mengusulkan perubahan pada desain setelah pelelangan yang disebut VECP (Value Engineering Change Proposal) karena adanya indikasi penghematan biaya. Terdapat dua fungsi yang dimunculkan sebagai alternatif yaitu fungsi pertama mengganti dinding fasad daerah void dengan bataringan pada ketiga sisi void. Fungsi kedua yaitu mengganti dinding fasad dengan bataringan pada ketiga sisi dan menutup void. Dari kedua fungsi yang didapatkan akan dibandingkan nilai keuntungan dari segi biaya, waktu, metode dan mutu. Evaluasi Alternatif yang digunakan adalah dengan weight matrix dalam bentuk AHP (Analitical Hierarchy Process) yaitu evaluasi alternatif dengan teknik pembobotan dalam perhitungan matrix dan ditambah dengan pengembangan alternatif dengan cara brainstroming untuk menguatkan hasil yang sudah didapat. Hasil dari perhitungan evaluasi alternatif pertama dan kedua didapatkan pengehematan sebesar Rp 4.582.927.860 dan Rp 3.863.440.971. Dan fungsi pertama berada pada pringkat satu dengan selisih 0.01% terhadap fungsi dua. Setelah dilakukan pengembangan alternatif dengan pendapat dari para ahli yang lebih menguatkan pada fungsi kedua maka dipilih fungsi kedua sebagai alternatif yang akan digunakan. Sedangkan waktu yang dapat dihemat dengan kedua fungsi alternatif ini adalah 1113 kali angkatan pre-cast fasad menggunakan tower crane atau setara dengan 21 hari kerja dengan anggapan terus melakukan pekerjaan pengangkatan fasad selama 24 jam. Maka aplikasi VE ini dinilai layak untuk dilakukan pada proyek Podomoro Golf View Cimanggis oleh PT.WiKa Gedung. Kendala yang dijumpai yaitu dalam proses pengambilan data RAB untuk perhitungan biaya optimasi, pihak owner tidak dapat mengizinkan untuk melihat secara detail RAB yang ada.

The purpose of the application Value Engineering is to get the cost savings (cost efficiency) with knew how much budget and time can be saved from the alternatives that have been made and to determine the most efisin method for project implementation in the field at Podomoro Golf View by PT.WiKa Gedung.. From all those alternatives will choosed the most efficient to be applied in terms of cost, time, and method with consider about quality. Using The Contractor Change Proposal as the VE method with suggest for design change called VECP (Value Engineering Change Proposal) because indication of saveing cost. There is two function that was make, first is replacing the wall facade becomes light brick in area void on the three side. Second is replacing the wall facade becomes light brick in area void on the three side and fill the void with concrete. From each fungtion will be compared with cost, time, method and quality.Weight matrix used for alternatif evaluation with AHP (Analitical Hierarchy Process) and using brainstroming to give more power for the results. The results of evaluation first and second alternatives that earned savings cost is Rp 4.582.927.860 and Rp 3.863.440.971. After all we choosed the first alternative optimization function value of savings and benefit the most. The first function are on the first place 0.01% different again second fuction. After doing brainstroming from expert opinion that support for the second fuction and then second function is choosed for the fuction will be used. While the time can be saved with the both alternate function is 1113 times the force of pre-cast facade using tower crane or equal with 21 days work with estimation 24 hours doing the force of pre-cast facade. Base of the part PT.WiKa Gedung need to application VE on project Podomoro Golf View Cimanggis. Constraints on the retrieval of data in the form of RAB used for the calculation the owner is not allowed view in detail.
