PENGEMBANGAN TARIF ANGKUTAN PARIWISATA (STUDI KASUS: KAWASAN MALIOBORO DAN KRATON YOGYAKARTA)

Untuk memberikan kenyamanan bagi wisatawan, Pemerintah Kota Yoyakarta menertibkan kantong-kantong parkir yang tidak resmi salah satunya terletak di Alun-alun Utara. Akibat dari penataan tersebut, terbentuklah Koperasi Masyarakat Alun-alun Utara yang membangun sebuah transportasi umum yang bernama "Si Thole". Si Thole menjadi angkutan pariwisata yang menghubungkan wisatawan dari kantong parkir bus pariwisata ke tujuan wisata. Namun,Si Thole belum cukup untuk memenuhi kebutuhan wisatawan. Untuk itu perlu dilakukan pengembangan khusus untuk angkutan pariwisata yang berfungsi untuk meningkatkan kenyamanan serta keamanan, kemudahan aksesibilitas, dan dengan tarif yang terjangkau. Pengembangan tarif angkutan pariwisata ini dilakukan untuk mengetahui perbandingan penetapan tarif resmi Si Thole terhadap Biaya Operasional Kendaraan (BOK) dengan Metode Direktorat Jenderal Perhubungan Darat serta dari segi Ability To Pay (ATP) dan Willingness To Pay (WTP) wisatawan pengguna. Biaya operasional kendaraan yang dihitung adalah berdasarkan rute pengembangan. Untuk mengetahui nilai ATP dan WTP dapat dilakukan dengan survei dengan sejumlah responden. Untuk mengetahui jumlah responden dapat menggunakan sampling kuota dan survei dilakukan tidak bergantung pada jam puncak. Berdasarkan hasil perhitungan didapatkan bahwa dengan Load Factor sebesar 70%, Biaya Operasional Kendaraan (BOK) Si Thole adalah sebesar Rp 11.955 per penumpang, sedangkan dari sisi Ability To Pay diperoleh dengan rata-rata Rp 27.500, untuk hasil analisis Willingness To Pay didapatkan hasil rata-rata sebesar Rp 11.311. Hasil tersebut menunjukan bahwa, regulator dapat meningkatkan tarif sebesar Rp 644,- dengan perbaikan fasilitas. Nilai ATP berada diatas nilai WTP. Hasil yang didapatkan menunjukan bahwa kemampuan membayar lebih besar dari pada keinginan membayar, ini diindikasi bagi pemakai yang lebih dipengaruhi oleh faktor kualitas dan kuantitas pelayanan.

In order to provide such comfort and convenient for the tourists, Yogyakarta Government do some disciplines action to the illegal parking areas, particularly in the central tourism places for example in Alun-Alun Utara. As a result, there is formed an organization named Koperasi Masyarakat Alun-Alun Utara which build a public transport called "Si Thole". Si Thole transports the travellers from the tourist bus parking area to the tourism destinations. Yet, Si Thole doesn't fulfill the necessary of the travellers. Therefore, it is essential to make a specific development to tourism transportation functioning to increase the convenient, safety, and accessible option for the travellers with affordable price. The tourism transportation cost development aims to know the compare between Si Thole official cost towards Vehicle Operational Cost and Land Transportation General Directory Method observed from Ability to Pay and Willingness to Pay of the travellers users. The cost of vehicle operation counted from the development routes. For knowing cost from Ability to Pay and Willingness to Pay, we can do some kind of survey, For figure it out, we can use sampling quota method and this survey is not depend on peak season. Based on the counting, it is known that by the Load Factor of 70%, Si Thole Vehicle Operational Cost is about Rp 11.955 for each passanger. Then, observed from the Ability to Pay it is gained the average of Rp 27.500, while the Ability to Pay analysis gains of Rp 11.311. These calculations show that regulator can increase the cost up to Rp 644,- with the facility repair. The cost from ATP is above the cost from WTP. This is inform that, people ability more than their willingness to pay, this can be happened due to their priority factors such as quality and quantity services.
