Pemikiran Pemerintah di Indonesia pada Abad ke-20 tentang Transmigrasi

Laju pertumbuhan penduduk Indonesia tergolong cukup tinggi dan hal itu telah terjadi sejak pemerintahan Kolonial Belanda, khususnya ketika memasuki abad ke-20. Tingginya laju pertumbuhan penduduk tersebut, memunculkan karakteristik demografi tersendiri, yakni konsentrasi penduduk yang ditinggal di Pulau Jawa sangat tinggi. Tingkat kepadatan penduduk pulau Jawa yang tergolong tinggi tersebut mengakibatkan sejumlah masalah kesejahteraan akibat menyempitnya sebaran lahan garapan pertanian. Demi mengatasi masalah tersebut, ide pemindahan penduduk menjadi sebuah landasan program yang diandalkan pemerintah dari setiap rezim politik sepanjang abad ke-20. Penelitian ini akan mengkaji asal usul pemikiran dan perkembangan ide pemindahan yang melandasi program Kolonisatie pada masa kolonial dan Transmigrasi pada masa Indonesia merdeka. Hasil dari penelitian ini menunjukkan setiap rezim pemerintahan pada abad ke-20 dilingkupi oleh sebuah rezim pemikiran, yakni bahwa program pemindahan penduduk dilaksanakan demi pemerataan distribusi penduduk dan pembangunanisme, namun disamping itu tetap saja setiap rezim memiliki pemikirannya tersendiri. Walaupun program pemindahan penduduk didesain untuk mengatasi masalah demografi dan sosial, namun dalam praktiknya, dari Kolonisatie hingga Transmigrasi, tidak lepas dari pemikiran yang berorientasi pada keuntungan dan politik.

The growth rate of Indonesian population is quite high and it has happened since the Dutch colonial government, especially when entering the 20th century. The high rate of population growth, raises its own demographic characteristics, namely the concentration of people who are left on the island of Java is very high. The high population density of Java island has resulted in a number of welfare problems due to the narrowning of agricultural land. In order to overcome the problem, the idea of resettlement became a cornerstone of the government's relied on program of any political regime throughout the twentieth century. This study will examine the origins of thought and development of the idea of displacement underlying the Kolonisatie program in the colonial period and Transmigration after the independence of Indonesia. The results of this study indicate that every regime of government in the 20th century is surrounded by a regime of thought, namely that the resettlement program is carried out for the sake of equitable distribution of population and developmentism, but besides that still every regime has its own thinking. Although the resettlement program is designed to address demographic and social issues, but in practice, from Kolonisatie to Transmigration, is not out from profit-oriented thinking and politics.
