Penggunaan Val IT Framework 2.0 untuk Menilai Investasi Teknologi Informasi (Studi Kasus pada Investasi Aplikasi SIA di UT)

Penelitian ini bertujuan untuk menilai investasi teknologi informasi (TI) pada aplikasi Sistem Informasi Akademik (SIA) di Universitas Terbuka (UT) dengan menggunakan framework val IT 2.0. Penelitian ini menjadi penting karena implementasi TI saat ini tidak hanya digunakan sebagai alat penunjang operasional organisasi, tetapi juga dapat dijadikan sebagai alat pengambilan keputusan strategis organisasi. Studi ini menemukan hasil analisis yang berbasis framework val IT 2.0 pada UT yang menunjukkan bahwa proses value governance sudah memiliki prosedur tata kelola investasi yang telah distandarisasi, namun pada saat implementasinya masih belum maksimal. Proses portofolio management telah memiliki portofolio investasi, namun pendefinisian permulaan investasi TI masih belum konsisten. Proses investment management sudah memiliki pemahaman untuk mengelola investasi TI, namun kesadaran untuk mengelola perubahan masih belum menyeluruh. Dapat disimpulkan bahwa, secara komprehensif UT berada pada level business process design/reengineering karena sudah memiliki kapabilitas yang tinggi dalam hal operasional sistem TI, namun belum memaksimalkan penggunaan TI untuk mengambil keputusan di level strategis. Hal ini berimplikasi terhadap pimpinan dan manajemen UT untuk membuat suatu paradigma baru atas aplikasi SIA. Aplikasi SIA tidak hanya digunakan sebagai alat operasional, tetapi juga untuk penentuan arah kebijakan strategis organisasi.

This study is to assess the investment of Information Technology (IT) in the Academic Information System (SIA) application at Open University (UT) using the Val IT Framework 2.0. This research is essential to conduct since IT currently is used by an organization not only as operational support tools, but also as strategic decision-making tools. The analysis results based on the Val IT Framework 2.0 at Open University show that the university has had standardized investment management procedures in the value governance process. Yet, it has not optimally implemented them. In the portfolio management process, it has already had an investment portfolio; however, the definition of the initial IT investment has not been consistent. In the investment process, it has already shown an understanding of IT investment management, but its awareness of managing changes has not been comprehensive. In conclusion, comprehensively, Open University is at the business process design/reengineering level. It is because the university has already had a high capability in IT operational systems; however, it has not maximally used IT to make decisions at a strategic level. This implies that the board of directors and the management staff of Open University need to create a new paradigm for SIA application in which SIA application is not only used for operational tools, but also for determining its strategic policy directions.
