Gagasan utama kajian ini adalah tentang fenomena perilaku non-voting (golput) masyarakat urban pada pemilihan walikota dan wakil walikota Surabaya tahun 2015. Faktor-Faktor yang mempengaruhi fenomena perilaku tersebut ada empat yaitu faktor sosiologis, faktor psikologis, faktor pilihan rasional dan faktor teknis. Selain menjelaskan dan mengidentifikasi faktor-faktor penyebab perilaku non-voting (golput) masyarakat urban dalam pemilihan walikota dan wakil walikota Surabaya Tahun 2015, kajian ini juga bertujuan memberikan masukan/rekomendasi kepada KPU agar dapat mengatasi masalah tingginya angka golput masyarakat urban dalam pelaksanaan pemilihan walikota dan wakil walikota Surabaya Tahun 2015 lalu.

The main idea of this study is about the phenomenon of non-voting behavior (golput) of urban community in the election of mayor and vice mayor of Surabaya in 2015. Factors that influence the behavior phenomenon there are four, namely sociological factors, psychological factors, rational choice factors and technical factors. In addition to explaining and identifying factors causing non-voting behavior (golput) of urban community in the election of mayor and vice mayor of Surabaya in 2015, this study also aims to provide input / recommendation to the KPU in order to overcome the problem of high number of urban community in the implementation of mayoral election and vice mayor of Surabaya in 2015.
