PENYUSUNAN INDIKATOR PENILAIAN KINERJA KONTRAKTOR PADA PROYEK INFRASTRUKTUR KETENAGALISTRIKAN BIDANG JARINGAN DI PT PLN (PERSERO)

Saat ini banyak proyek infrastruktur ketenagalistrikan mengalami kendala dan beberapa menjadi proyek mangkrak khususnya di bidang jaringan (transmisi dan gardu induk). Salah satu stakeholder dalam proyek tersebut yaitu pihak kontraktor yang berperan penting. Agar proyek infrastuktur yang dilaksanakan PLN tidak lagi mangkrak dan tidak dikerjakan oleh kontraktor dengan pengalaman yang tidak baik dengan PLN, maka perlu dilakukan penilain kinerja kontraktor tersebut bukan hanya terbatas dari aspek kontraktual saja namun dari aspek lainnya. Tesis bertujuan untuk menentukan indikator kinerja kontraktor dan weight factor-nya pada proyek ketenagalistrikan di PT PLN (Persero). Metode sampling yang digunakan adalah purposive sampling (judgmental sampling), yang memilih sampel berdasarkan ciri - ciri khusus yang dimiliki sampel tersebut yang dipandang mempunyai keterkaitan yang erat dengan ciri - ciri atau sifat - sifat populasi yang sudah diketahui.Penelitian yang dilakukan adalah dengan melakukan survey kepada konsultan supervisi konstruksi di beberapa proyek PT PLN (Persero) regional Jawa Timur & Bali dan Regional Kalimantan yaitu pakar yang mewakili perorangan dengan jabatan manajer unit dan Ketua Tim Supervisi Konstruksi (KTSK) serta koordinator proyek jaringan. Dalam penelitian ini, data dikumpulkan dengan menggunakan kuesioner yang terdiri dari pernyataan tentang faktor - faktor penilaian kinerja yang diteliti.Pernyataan berkaitan dengan faktor - faktor penilaian kinerja yang terdiri dari kualitas, biaya, SDM, lingkungan dan waktu. Masing - masing faktor tersebut memiliki variabel - variabel tersendiri. Hasil penelitian menunjukkan bahwa indikator yang mempengaruhi penilaian kinerja kontraktor adalah kualitas kerja, biaya, SDM, lingkungan dan waktu pelaksanaan proyek. Dengan menggunakan metode AHP (Analytical Hierarchy Process), urutan prioritas yang diperhatikan dalam penilaian kinerja kontraktor adalah (1) kualitas kerja kontraktor, (2) SDM, (3) waktu pengerjaan proyek, (4) Isu - isu lingkungan dan (5) biaya ketika menjalankan proyek. Urutan Sub Indikator yang paling penting pada masing - masing indikator tersebut berurutan yaitu kesesuaian mutu kerja, manajemen tenaga kerja, perencanaan waktu proyek, keamanan dan keselamatan kerja dan ketepatan anggaran. Hasil penelitian ini memiliki implikasi yang sangat bermanfaat bagi PLN untuk dapat menggunakan indikator kinerja tersebut beserta pembobotannya (weight factor) sebagai evaluasi calon kontraktor pada tahapan perencanaan (proses pelelangan/ tender) dan kontrol monitoring dalam pelaksanaan proyek serta sebagai penilaian akhir kesuksesan kontraktor pada tahapan akhir proyek untuk referensi selanjutnya apabila kontraktor tersebut ikut kembali dalam tahap perencanaan (proses pelelangan/ tender). Currently many electricity infrastructure projects experienced constraints and some became the project faded, especially in the field of network (transmission and substation). One of the stakeholder in the project that is a Contracting Party which played an important role. In order for the infrastructure projects implemented PLN no longer faded and not carried out by a contractor with experience who is not good with PLN, then it needs to be done the contractor performance evaluation is not just limited to contractual aspects of course but from other aspects. The thesis aims to define performance indicators contractors and weight factor on electricity project of PT PLN (Persero). The sampling method used is the purposive sampling (judgmental sampling), who chooses a sample based on the special characteristics of the sample belonging to that is seen to have a close relation with the characteristics or properties of a population that is already known. Research conducted is to do a survey to the construction supervision consultant in several projects of PT PLN (Persero) regional East Java and regional Kalimantan namely experts who represent individuals with the title of Manager of the unit, and the Chairman of the Supervision Team Construction (KTSK) as well as project coordinator of the network. In this study, data were collected using a questionnaire consisting of statements about performance assessment factors are examined. Statements with regard to performance assessment factors consisting of quality, cost, human resources, environment, and time. Each of these factors has its own variables The results showed that performance assessment indicators that affect contractors is quality work, cost, human resources, the environment and the implementation time of the project. By using AHP method (Analytical Hierarchy Process), the order of priority noted in his assessment of the performance of contractors is (1) the contractor's work quality, (2) human resources, (3) the time work on the project, (4) issues of the environment, and (5) costs when running the project. The sequence of the most important Indicators of the Sub on each such sequence indicator i.e. conformance quality work, labor management, time planning projects, security and safety, and on budget. The results of this study have implications that are very beneficial for PLN to be able to use the performance indicators and the weighted (weight factor) as the evaluation of prospective contractors on the stages of planning (the process of auction/ tender) monitoring and control in project implementation as well as a final assessment at the end of stages contractor success project for further reference when the contractor participated again in the planning stages (the process of auction/ tender).
