Penelitian ini bertujuan untuk mengetahui, memahami dan mengkaji lebih jauh pelaksanaan pemenuhan syarat kredensialing dan akreditasi Puskesmas dan RSUD berdasarkan Peraturan Menteri Kesehatan Nomor 71 Tahun 2013 tentang Pelayanan Kesehatan Pada Jaminan Kesehatan Nasional di Kota Yogyakarta, tentang faktor-faktor yang menjadi hambatan ketika Puskesmas dan RSUD di Kota Yogyakarta melaksanakan pemenuhan syarat kredensialing dan akreditasi, serta tentang upaya pengawasan dan penerapan hukum yang dilakukan oleh Dinas Kesehatan Kota Yogyakarta. Penelitian ini merupakan penelitian empiris. Bahan penelitian terdiri dari data primer dan data sekunder yang dianalisis dengan metode kualitatif dan dipaparkan secara deskriptif. Hasil penelitian dapat diuraikan bahwa untuk pemenuhan syarat kredensialing terdiri dari syarat administrasi dan teknis, sedangkan pemenuhan syarat kredensialing dan akreditasi juga harus dipenuhi oleh Puskesmas dan RSUD di Kota Yogyakarta sebagai syarat untuk bekerja sama dengan BPJS Kesehatan, bahwa pada masa persiapan Puskesmas belum memiliki acuan teknis dalam penyiapan dokumen akreditasi sehingga penyiapan akreditasi dengan mengundang fasilitator dari PKMK Fakultas Kedokteran UGM dan melalui pembentukan tim pendamping namun RSUD sudah memiliki acuan dalam bentuk peraturan tentang akreditasi Rumah Sakit. Faktor-faktor yang menjadi hambatan ketika Puskesmas dan RSUD di Kota Yogyakarta melaksanakan pemenuhan syarat kredensialing dan akreditasi, faktor Internal meliputi: diperlukan acuan teknis dalam penilaian kemampuan puskesmas, pendanaan yang terbatas untuk pendampingan akreditasi serta kemampuan sebagai anggota pokja akreditasi, secara eksternal karena kementerian kesehatan belum mengeluarkan aturan pelaksanaan . Upaya pengawasan dan penerapan hukum yang dilakukan oleh Dinas Kesehatan Kota Yogyakarta lebih ditekankan kepada upaya untuk mengenali hambatan di dalam pelaksanaan suatu kegiatan. Tujuan pengawasan untuk menjamin agar kegiatan pemenuhan syarat kredensialing dan akreditasi dapat dilaksanakan sesuai pedoman, sementara penerapan hukum yang dilakukan oleh Dinas Kesehatan Kota Yogyakarta dipengaruhi oleh peran tim pendamping, sarana prasarana, masyarakat dan budaya hukum atau kepatuhan atas pelaksanaan peraturan tersebut.

This study aims to know, understand and further explore the implementation of credential and accreditation fulfillment of Puskesmas and RSUD based on Regulation of the Minister of Health No. 71 of 2013 on Health Service on National Health Insurance in Yogyakarta, about the factors that become obstacles when Puskesmas and RSUD in Yogyakarta fulfills credential and accreditation requirement, and about supervision and law enforcement efforts conducted by Health Department of Yogyakarta City in the implementation of Regulation of the Minister of Health No. 71 of 2013 on Health Services on National Health Security related to the fulfillment of credential and accreditation conditions of Puskesmas and RSUD. This research is an empirical research. The research material consisted of primary and secondary data. Primary data obtained from research subjects, while secondary data obtained from document studies, this study was analyzed by qualitative method and presented descriptively. The results of the research can be described that the implementation of the fulfillment of credential and accreditation requirements of Puskesmas and RSUD pursuant to Regulation of the Minister of Health No. 71 of 2013 on Health Service on National Health Insurance in Yogyakarta City, that to fulfill the credential requirement consists of administrative and technical requirements. The fulfillment of administrative requirements for Puskesmas and RSUD Yogyakarta also includes the fulfillment of the licensing requirements of the facilities and personnel, while the fulfillment of credential and accreditation requirements must also be met by the Puskesmas and RSUD in Yogyakarta as a condition to cooperate with BPJS that to fulfill the requirements of accreditation as Mandated Regulation of the Minister of Health No. 71 of 2013 on Health Services on National Health Insurance, during the preparation period Puskesmas has no technical reference in the preparation of accreditation documents, but RSUD already has a reference in the form of regulations on hospital accreditation. The absence of a reference in the form of implementing regulations for the implementation of Puskesmas accreditation made the Yogyakarta City Health Office to prepare the accreditation by inviting facilitators from PKMK Faculty of Medicine UGM and through the formation of a companion team from Yogyakarta City Health Office. Factors that become obstacles when Puskesmas and RSUD in Yogyakarta fulfill credential and accreditation requirement, generally from research result both Puskesmas and RSUD in Yogyakarta city, Internal factors include: 1) technical assessment mechanism of credentials for puskesmas, in the form of self assessment , So that technical guidance is needed in the assessment of the capacity of the puskesmas; 2) limited funding for accreditation assistance; 3) Health HR that has the ability as a member of the working group of accreditation. External factors related to the fulfillment of accreditation requirements for puskesmas of the health ministry have not issued the implementing rules in the form of guidelines or technical guidelines for the implementation of accreditation in Puskesmas. Efforts of supervision and law enforcement by the Health Office of Yogyakarta City in the implementation of Regulation of the Minister of Health No. 71 of 2013 on Health Services on National Health Security related to the fulfillment of credential and accreditation conditions of Puskesmas and RSUD, where the supervision conducted by Health department is more emphasized on efforts to Recognize obstacles in the execution of an activity. The purpose of supervision is to ensure that credibility and accreditation fulfillment activities can be carried out in accordance with the guidelines, while law enforcement by the Yogyakarta Municipal Health department is influenced by the team supervising the implementation of the Permenkes, infrastructure, community and legal culture or compliance with the implementation of the regulation.
