PENGUKURAN E-READINESS PROVINSI GORONTALO DALAM PENERAPAN SMART GOVERNMENT

Konsep smart government mengetengahkan sebuah tatanan pemerintahan yang berorientasi pada peningakatan kualitas layanan umum melalui pemanfaatan TIK secara efektif dan efisien. Pemerintah Provinsi Gorontalo telah seringkali mengusung wacana penerapan smart government ini. Sebagai bagian dari kerangka tersebut, penerapan smart government sudah semestinya dilakukan secara bijaksana agar kegagalan-kegagalan e-government yang kerap dialami oleh pemerintah pusat dan daerah tidak terjadi di liingkungan Pemerintah Provinsi Gorontalo. Hal tersebut perlu mempertimbangkan faktor-faktor kesiapan (e-readiness) disetiap komponen terkait. Terdapat beberapa pendekatan yang dilakukan dalam mengukur e-readiness ini. Penelitian ini melakukan pengukuran e-readiness melalui pendekatan sosio teknis dimana faktor teknologi, faktor manusia dan faktor institusional merupakan tiga faktor utama yang harus diukur. Alat pengukuran e-readiness yang digunakan dalam penelitian ini adalah sebuah model pengukuran yang dikembangkan oleh Musa dalam pengukuran e-readiness di tingkat pemerintahan daerah Irak. Hasil penelitian ini menunjukkan bahwa belum ada satu institusi pemerintah baik di tingkat kota dan kabupaten hingga tingkat provinsi di wilayah provinsi Gorontalo yang berada pada grade A atau sangat siap. Hasil pengukuran e-readiness khususnya di lingkungan Pemerintah Provinsi Gorontalo sendiri berada pada angka 74,97 pada grade B dengan interpretasi Tinggi. Sedangkan untuk nilai e-readiness rata-rata yang menyatakan kesiapan Provinsi Gorontalo secara keseluruhan adalah sebesar 58,15 pada grade C dengan interpretasi tingkat kesiapan Sedang.

Smart government concept focuses governance that is oriented towards the quality improvement of public services through the use of ICT effectively and efficiently. The Gorontalo Provincial Government has often brought this smart government's discourse. As part of this framework, the implementation of the smart government should be conducted wisely in order to prevent it from failures. Therefore we need to assess e-readiness through its factors in every each associated components. There are several approaches conducted in e-readiness assessment activity. In this study, it assesses e-readiness according to socio-technical approach, where three factors of technological, human and institutional are the most important factors to be measured. The e-readiness assessment tool used in this research is derived from an assessment model developed by Musa when he conducts an e-readiness assessment in local government of Iraq. Results of this study indicate that there is no single government institution in Gorontalo Province which is in grade A or very well prepared. The result of the measurements is 74.97 in B grade or interpreted as High for The Gorontalo Provincial Government itself. Meanwhile, the average e-readiness value which states the readiness of Gorontalo Province as a whole is 58.15 in grade C or interpreted as at Medium of readiness level.
