KEPEMIMPINAN BUPATI DALAM PENGELOLAAN CSR (Studi Kasus Fungsi Kepemimpinan Bupati dalam Mendorong Efektivitas FP-TSP di Kabupaten Kulon Progo)

Abstract Setiap organisasi apapun jenisnya pasti memerlukan pemimpin untuk menjalankan fungsi kepemimpinan dalam rangka pencapaian tujuan organisasi. Dalam hal ini, pemimpin memegang posisi yang penting dalam mendorong efektivitas organisasi, termasuk dalam pengelolaan CSR. Paska diberlakukannya otonomi daerah, penguatan posisi penting Bupati juga semakin besar. Penelitian ini berupaya untuk melihat fungsi kepemimpinan Bupati Kulon Progo dalam mendorong efektivitas Forum Pelaksana Tanggung Jawab Sosial Perusahaan (FP-TSP). Alasan pemilihan lokasi kabupaten Kulon Progo didasarkan pada tingginya komitmen Kabupaten Kulon Progo dalam pengelolaan CSR yang mendorong terbentuknya FP-TSP pada tahun 2012. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data menggunakan wawancara dengan aktor terkait, observasi dalam rapat � rapat Forum TSP dan kegiatan laiinya serta dokumentasi dan studi pustaka. Berdasarkan hasil penelitian ditemukan bahwa FP-TSP sebagai wadah pengelolaan TSP sudah efektif. Adapun efektivitas ini dilihat dari beberapa aspek capaian diantaranya partisipasi perusahaan (baik berbentuk BUMD, CV maupun PT), keselarasan dengan program pemerintah, integrasi dengan sasaran Pemerintah. Temuan berikutnya dari penelitian ini adalah bahwa fungsi kepemimpinan Hasto terbukti mampu mendorong efektivitas FP-TSP. Adapun beberapa fungsi kepemimpinan ini diantaranya Fungsi Membuat Kebijakan, Fungsi Membangun Motivasi Perusahaan, Fungsi Menciptakan inisiasi alokasi program, Fungsi Mengkomunikasikan FP-TSP

Abstract Any organization of any kind will require leaders to perform leadership functions in order to achieve organizational goals. In this case, leaders hold important positions in encouraging organizational effectiveness, including in the management of CSR. After the enactment of regional autonomy, the reinforcement of Bupati's position is also getting bigger. This research seeks to see the leadership function of the Regent of Kulon Progo in encouraging the effectiveness of the Corporate Social Responsibility Forum (FP-TSP). The reason for choosing Kulon Progo district location is based on the high commitment of Kulon Progo Regency in the management of CSR that encourages the formation of FP-TSP in 2013. This study uses qualitative methods with data collection techniques using interviews with related actors, observations in FP-TSP meetings and other activities as well as documentation and literature study. Based on the results of the research, it is found that FP-TSP has been effective as an organization of CSR management. The effectiveness is seen from several aspects of achievement including the participation of companies (both in the form of BUMD, CV and PT), alignment with government programs, integration with the Government target. This research is that Hasto's leadership function proved to be able to encourage the effectiveness of FP-TSP. As for some of these leadership functions such as leadership functions is make policy (regulator), build motivation (motivator), initiate program allocation, communicate FP-TSP.
