Aksesibilitas Ojek Difa bagi Difabel di Kota Yogyakarta

Penelitian ini membahas mengenai aksesibilitas Ojek Difa bagi difabel di kota Yogyakarta. Tujuan penelitian ini ialah mengetahui bagaimana aksesibilitas Ojek Difa bagi difabel. Penelitian ini merupakan penelitian deksriptif kualitatif. Data diperoleh melalui tahap observasi dan wawancara. Objek penelitian ini ialah penumpang difabel dari Ojek Difa yang berfokus pada 3 (tiga) karakter difabel, yakni tunadaksa, tunanetra, dan pengguna kursi roda. Pada Undang-Undang Nomor 22 Tahun 2009, terdapat ketentuan dimana Pemerintah wajib memberikan pelayanan publik yang mudah diakses untuk difabel, salah satunya ialah pelayanan akan jasa transportasi. Namun hasil penelitian menunjukkan bahwa transportasi publik masih belum ramah terhadap difabel. Hal itu terlihat pada ketersediaan fasilitas ramah difabel yang masih kurang serta pelayanan dari petugas yang kurang ramah terhadap difabel. Ojek Difa muncul untuk membantu mobilitas serta layanan jasa transportasi yang mudah diakses oleh difabel. Penelitian ini kemudian ingin melihat bagaimana aksesibilitas Ojek Difa terhadap difabel. Aksesibilitas Ojek Difa dapat dilihat melalui empat (4) asas aksesibilitas yang terdpaat dalam Keputusan Menteri Pekerjaan Umum Nomor 468/KPTS/1998. Keempat akses tersebut ialah kemudahan, kegunaan, keselamatan, dan kemandirian. Keempat asas tersebut kemudian digunakan untuk melihat aksesibilitas Ojek Difa bagi difabel di Kota Yogyakarta. Rekomendasi yang dapat peneliti berikan sebagai masukan terhadap Ojek Difa ialah terkait dengan keamanan dan keselamatan penumpang difabel. Ojek Difa membutuhkan surat izin beroperasi dari Dinas Perhubungan DIY serta fasilitas tambahan untuk keamanan dan keselamatan penumpang difabel. Ojek Difa dapat menambah dan mengeksplor lagi fasilitas serta pelayanan berbasis kebutuhan difabel. Hal ini ditujukan agar difabel semakin mudah mengakses layanan transportasi dari Ojek Difa.

This study discusses the accessibility of Ojek Difa for disabled in Yogyakarta city. The purpose of this research is to know how the accessibility of Ojek Difa for the disabled. This research is qualitative descriptive research. Data obtained through the observation and interview stage. The object of this research is the difable passengers from Ojek Difa which focus on 3 (three) disabled characters, they are people with physical defect, visually impaired, and wheelchair user. In Law No. 22 of 2009, there are provisions where the Government is obliged to provide accessible publik services for disabled, one of which is the service of transportation services. However, the results show that publik transportation is still not friendly for disabled. This evidenced by the availability of disabled facilities that are still lacking and the service of the officers who are less friendly for disabled. Ojek Difa appears to help the mobility and an easy transportation services which is accessible for disabled. This study wante to see how the accessibility of the Ojek Difa for disabled. The accessibility of Ojek Difa can be seen through four (4) accessibility principles which are incorporated in the Decree of Minister of Publik Works No. 468 / KPTS/1998. The four accesses are ease, usability, safety, and independence. The four principles are then used to see the accessibility of Ojek Difa for disabled in Yogyakarta City. Recommendations that researchers can provide as feedback on Ojek Difa are related to the security dan safety of disabled passengers. Ojek Difa requires an operating license from the DIY Department of Transportation as well as additional facilities for the security and safety of disabled passengers. Ojek Difa can add and explore again about facilities and services based on disabled needs. This is intended to make it easier for disabled to access transportation services from Ojek Difa.
