ESTIMASI TARIF SEWA BARANG MILIK DAERAH (Studi Gedung Pertemuan Umum Dharma Wanita Provinsi Kalimantan Tengah)

Penelitian ini bertujuan untuk menentukan nilai pasar aset dan nilai sewa aset daerah serta kontribusinya terhadap Target Pendapatan Asli Daerah berupa gedung pertemuan umum Dharma Wanita milik Pemerintah Provinsi Kalimantan Tengah. Untuk menentukan nilai pasar aset digunakan pendekatan biaya sedangkan untuk menentukan nilai sewa digunakan pendekatan sesuai ketentuan Permendagri Nomor 19 Tahun 2016, perbandingan data sewa pasar, dan Perda Provinsi Kalimantan Tengah Nomor 1 Tahun 2016. Hasil dari penelitian ini diperoleh estimasi nilai pasar aset menggunakan pendekatan biaya adalah sebesar Rp14.201.170.000. Nilai sewa aset menurut Permendagri Nomor 19 Tahun 2016 adalah sebesar Rp2.500.000/hari, menurut pendekatan perbandingan sewa pasar adalah sebesar Rp2.900.000/hari, sedangkan menurut Perda Provinsi Kalimantan Tengah Nomor 1 Tahun 2016 adalah sebesar Rp2.000.000/hari. Kontribusi tertinggi terhadap Target Pendapatan Asli Daerah sebesar 2,79 persen atau Rp277.432.850 per tahun adalah dengan menggunakan pendekatan perbandingan sewa pasar.

The purpose of this research is to determine the market value of the asset and the rent rate of Central Kalimantan Province�s asset in the form of Dharma Wanita exhibition building and its contribution to local income target belonging to the Government of Central Kalimantan Province. To determine the market value of the assets, researcher uses the cost approach and to determine the rent rate researcher uses Minister of Home Affair Regulation No. 19 of 2016, market rent rate data comparison, and Central Kalimantan Provincial Regulation No. 1 of 2016. From this research, researcher can estimated market value of assets using the cost approach is Rp14.201.170.000. The rent rate of assets according to Minister of Home Affair Regulation No. 19 of 2016 is Rp2.500.000/day, according to the market rent rate comparison approach is Rp2.900.000/day, while in Central Kalimantan Provincial Regulation No. 1 of 2016 is Rp2.000.000/day. The highest contribution to local income target by 2,79 percent or Rp277.432.850 per year by using market rent rate comparison approach.
