PEMETAAN PEMANGKU KEPENTINGAN DALAM FORMULASI KEBIJAKAN MALIOBORO SEBAGAI KAWASAN SEMI PEDESTRIAN

Pemerintah Propinsi bersama pemerintah Kota Yogyakarta bertujuan untuk memecahkan berbagai persoalan, seperti ketidaknyamanan, semrawut, kemacetan, kebersihan di kawasan Malioboro . Selain itu wajah asli Malioboro akan dikembalikan lagi sehingga pengunjung benar-benar merasa nyaman bila datang ke kawasan ini. Sehingga pemerintah Propinsi dan kota Yogyakarta membuat sebuah kebijakan penataan kawasan Malioboro sebagai kawasan semi pedestrian sebagai solusi penaataan kawasan Malioboro yang melibatkan beberapa pihak tim khusus percepatan penataan kawasan Malioboro yang terdiri dari dinas teknis pemerintah Propinsi dan kota, Pelaku dikawasan Malioboro dan kontraktor. Penelitian ini bertujuan untuk mengkaji kepentingan dan pengaruh stakeholders yang terlibat dalam proses formulasi kebijakan. analisis stakeholders dilakukan dengan mengidentifikasi kepentingan dan pengaruh stakeholders yang terlibat dalam proses formulasi kebijakan penataan kawasan Malioboro sebagai kawasan semi pedestrian. Analisis kepentingan menunjukan motif yang melatar belakangi keterlibatan stakeholders dalam proses formulasi kebijakan. analisis power menunjukan berapa besar pengaruh stakeholders terhadap stakeholders lainya dalam proses formulasi kebijakan publik. Hasil analisis akan dipetakan dengan pemetaan stakeholders yang disajikan dalam power/interest matrix agar lebih mudah dipahami. Metode analisis yang digunakan dalam penelitian ini adalah teknik analisis deskripsi dengan pendekatan kualitatif. Sumber berupa data primer dan sekunder. Dari analisis dan pemetaan pemangku kepentingan yang telah dilakukan diketahui bahwa proses formulasi kebijakan penataan kawasan Malioboro sebagai kawasan semi pedestrian belum partisipatif dan cendrung top down karena hanya melibatkan segelintir pelaku usaha dan ekonomi dikawasan Malioboro dalam proses formulasi kebijakan. keterlibatan stekholders dalam formulasi kebijakan ini dilatar belakangi oleh kepentingan pribadi dan kelompok. Dari pemetaan dan analisis power dan kepentingan stakeholders yang mendominasi dan memiliki pengaruh besar dalam formulasi kebijakan adalah tim khusus percepatan penataan kawasan Malioboro. Sumber power yang berasal dari jabatan formal digunakan untuk memenuhi kepentingan. Kewenangan dan jabatan formal sangat mempengaruhi kebijakan penataan kawasan Malioboro sebagai kawasan semi pedestrian, sehingga kepentingan stakeholders lainya tersisihkan. Disisi lain kelompok paguyuban dan pelaku usaha lainya memiliki pengaruh yang cukup besar terlihat ketika memunculkan isu penataan kawasan Malioboro yang dibantu mahasiswa dan media. Pemerintah Propinsi dan pemerintah kota sebaiknya senantiasa melibatkan masyarakat dalam formulasi kebijakan seperti public hearing, agar kebijakan publik tersebut tepat sasaran.

The results of the analysis will be mapped by mapping the stakeholders presented in power/interest matrix in order to make it easier to understand. Methods of analysis used in this study is the analysis of the techniques of the qualitative approach with description. Sources in the form of primary and secondary data. From the analysis and mapping of the stakeholders have been made aware that the policy formulation process structuring Malioboro as semi pedestrian yet appropriate participatory and top down because it only involved a handful of businessmen and economy come within the policy formulation process in the Malioboro. stekholders involvement in the formulation of this policy based on the event by personal interests and groups. Mapping and analysis of power and interests of stakeholders who dominate and have great influence in the formulation of policy is a special Setup acceleration team Malioboro area.
