Kebijakan komunikasi Pimpinan BPK RI dalam menangani berita negatif media dalam dua periode terdapat perbedaan. Hal tersebut disebabkan proses pemilihan Ketua BPK RI periode 2004-2009 berdasarkan UU Nomor 5 Tahun 1973 yang berbeda dengan periode 2009-2014 dimana proses pemilihan Ketua BPK RI berdasarkan UU Nomor 15 Tahun 2006. Budaya kerja yang dibawa oleh Ketua BPK RI memberikan pengaruh terhadap BPK RI sehingga learning organization seharusnya berjalan dari periode ke periode berikutnya. Kebijakan Pimpinan yang diambil berdasarkan pada monitoring berita yang dilakukan Subbagian Layanan Informasi. Sedangkan draft SOP MIK yang sudah ada belum dilegalkan oleh Kaditama Binbangkum sampai dengan sekarang.
