PROYEK KONSTRUKSI DARI PERSPEKTIF KONSULTAN PENGAWAS: FAKTOR PENDORONG DAN PENGHAMBAT KESUKSESAN PROYEK

The iron triangle atau triple constraint yang mencakup aspek waktu, biaya, dan kualitas telah lama digunakan untuk mengukur keberhasilan manajemen proyek. Dalam proyek konstruksi, terdapat beragam pihak yang saling berhubungan, salah satunya adalah konsultan pengawas yang ditunjuk oleh pemilik proyek untuk mengawasi pelaksanaan proyek. Pelaksanaan proyek konstruksi di Indonesia telah diatur dalam undang-undang dan peraturan pemerintah lainnya, akan tetapi masih ditemukan adanya proyek yang tidak berjalan sesuai dengan ketentuan, bahkan mengalami kegagalan baik berupa keterlambatan, pembengkakan biaya, maupun kegagalan struktur. Tujuan penelitian ini adalah untuk: (1) menganalisis prioritas aspek waktu, biaya, dan kualitas dalam penyelesaian proyek konstruksi berdasarkan perspektif konsultan pengawas; (2) menganalisis faktor-faktor yang menyebabkan proyek berjalan tidak sesuai waktu, biaya, dan kualitas yang telah ditetapkan; serta (3) menganalisis pihak yang paling sering berhubungan dengan konsultan pengawas dalam pelaksanaan proyek konstruksi. Penelitian ini merupakan penelitian kualitatif dengan mengunakan desain deskriptif untuk menggambarkan fenomena yang terjadi di lapangan. Pengumpulan data menggunakan teknik wawancara dan kuesioner, serta menggunakan studi pustaka untuk membandingkan antara data yang didapat dengan standar ataupun peraturan yang ada. Validasi dilakukan dengan teknik triangulasi metoda, sumber data, dan teori, sedangkan analisis data dilakukan melalui reduksi data, tampilan data, dan penarikan simpulan. Hasil penelitian menunjukkan bahwa: (1) konsultan pengawas memandang aspek waktu, biaya, dan kualitas sebagai tiga hal yang sama penting dalam pelaksanaan proyek; (2) faktor sumber daya manusia merupakan faktor paling dominan yang menyebabkan kegagalan proyek dari aspek waktu dan kualitas, sedangkan faktor pengawasan menjadi faktor dominan yang menyebabkan kegagalan dari aspek biaya; (3) konsultan pengawas paling sering berhubungan dengan kontraktor pelaksana, sesuai dengan tugasnya yakni mengawasi pelaksanaan proyek yang dikerjakan oleh kontraktor.

The iron triangle or triple constraint that includes the aspect of time, cost, and quality have long been used to measure the success of project management. In a construction project, there are various parties that are interrelated, one of them is a supervision consultant appointed by the project owner to oversee the implementation of the project. The implementation of construction project in Indonesia has been regulated in the law and other government regulations, but still found any project that does not fit the provisions, even a failure in the form of delays, cost overruns, and structural failure. The objectives of this study are to: (1) analyze the priority of the aspect of time, cost, and quality in the completion of construction projects based on the perspective of supervision consultants; (2) analyze the factors that led to the project does not fit the time, cost, and quality that has been set; and (3) analyze the most frequently related to the supervision consultants in the implementation of construction projects. This study is a qualitative descriptive design uses to describe the phenomenon that occur in the field. Data collection by using interview and questionnaire technique, and the scientific literature to compare the data obtained with a standard or regulation. Validation was done by using triangulation of methods, data sources, and theory, while data analysis carried out through data reduction, data display, and conclusion drawing. The results showed that: (1) the supervision consultants looked at the aspect of time, cost, and quality as the same important things in the implementation of the project; (2) human resource become the most dominant factor that caused the failure of the project from the aspect of time and quality, while monitoring factor becomes the most dominant factor that caused the failure from the aspect of cost; (3) the supervision consultants were most related to the contractor, in accordance with his duties overseeing the implementation of the project carried out by contractors.
