PERENCANAAN BISNIS KLINIK RAWAT JALAN ANAK "CERIA" DAERAH PENYANGGA PERBATASAN KABUPATEN MALAKA, NUSA TENGGARA TIMUR

INTISARI Indonesia saat ini sudah masuk dalam golongan negara middle income, dimana terdapat peningkatan jumlah penduduk berpenghasilan menengah. Masyarakat berpendapatan rendah yang bergeser ke menengah tentu mengalami perubahan kebutuhan dalam hal kesehatan. Di sisi lain, Pemerintah Pusat saat ini sangat gencar dalam melakukan pembangunan infrastruktur terutama di daerah perbatasan, termasuk di Kabupaten Malaka, Nusa Tenggara Timur, sehingga akan berdampak positif terhadap kesejahteraan dan daya beli masyarakat terhadap jasa pelayanan kesehatan. Klinik Rawat Jalan Anak CERIA adalah sarana pelayanan kesehatan rawat jalan bagi pasien anak yang dilayani oleh Dokter Spesialis Anak, dimana saat ini belum ada Dokter Spesialis Anak di Kabupaten Malaka, NTT yang melayani di luar jam kerja. Hal inilah yang menjadi peluang bagi Klinik Rawat Jalan Anak CERIA untuk dapat melayani masyarakat khususnya ekonomi menengah ke atas dalam rangka memberikan solusi pelayanan kesehatan anak yang nyaman, aman dan berkualitas, sebagaimana sejalan dengan amanat Undang-Undang Republik Indonesia Nomor 36 Tahun 2009 Tentang Kesehatan. Penelitian ini mengidentifikasi keinginan dan kebutuhan orang tua calon pasien anak terhadap Klinik yang dilayani Dokter Spesialis Anak. Penelitian ini dimulai dengan wawancara mendalam terhadap 3 orang tua calon pasien untuk mendapatkan profil pelanggan menggunakan peta empati serta menyebar kuisioner kepada 75 responden untuk mendapatkan minat, akses dan daya beli calon pasien. Selain itu juga dilakukan wawancara mendalam kepada 3 orang pelaku bisnis sejenis untuk mengetahui tingkat persaingan dan kualitas layanan yang dibutuhkan. Berdasarkan hasil analisa keuangan yang dilakukan, rencana bisnis Klinik Rawat Jalan Anak CERIA layak untuk dijalankan. Hasil kelayakan investasi yang didapat adalah nilai Net Present Value sebesar Rp. 366.308.131,00 (positif), Internal Rate of Return sebesar 36,39 persen, dan Payback Period selama 3,91 tahun atau 47 bulan. ABSTRACT Indonesia is currently included in the middle income countries where there is a significant increasing number of middle income group in the society. Lower income group who shifted into the higher lever would also change their needs including health. On the other hand, the central government is currently improving the infrastructure development, especially in border areas, including in the Malaka Regency, East Nusa Tenggara, so it will have a positive impact on the welfare and purchasing power of the health service in that area. Child Outpatient Clinic CERIA is a health-care facility for outpatient children which will be served by the pediatrician, where in current situation there is no pediatrician in the district of Malaka, East Nusa Tenggara who could serve the patients outside of business hours. This is the opportunity for the Child Outpatient Clinic CERIA to be able to serve the community, especially middle to high economic class in order to provide solutions for child health services which are convenient, safe and have a certain quality, as according to the Constitution of the Republic of Indonesia No. 36 of 2009 about health. This research identified the wants and needs of the parents of pediatric patients to the clinic served by Pediatrician. This study began with in-depth interviews with 3 parents of prospective patients to obtain customer profiles using empathy map and spreading questionnaires to 75 respondents to gain interest, access and purchasing power of prospective patients. An in-depth interviews to 3 similar businesses also been conducted to determine the level of competition and quality of service required. Based on the results of the financial analysis, the business plan of Child Outpatient Clinic CERIA is feasible. The results obtained such as investment feasibility with the Net Present Value of Rp. 366,308,131.00 (positive), Internal Rate of Return of 36.39 percent and a payback period of 3.91 years or 47 months.
