ANALISIS PENGADAAN KENDARAAN DINAS OPERASIONAL PEMERINTAH DAERAH MELALUI SISTEM PEMBELIAN DAN SEWA (STUDI PADA PEMERINTAH DAERAH KABUPATEN BOALEMO)

Penelitian ini bertujuan untuk mengidentifikasi alasan yang memengaruhi Pemerintah Daerah Kabupaten Boalemo memilih sistem sewa dalam pengadaan kendaraan dinas. Selain itu, penelitian ini juga bertujuan untuk membandingkan tingkat efisiensi kendaraan dinas yang diperoleh melalui sistem pembelian dan sistem sewa. Permasalahan penelitian yaitu mengapa Pemerintah Daerah Kabupaten Boalemo melakukan sistem sewa dalam pengadaan kendaraan dinas dan bagaimana perbandingan tingkat efisiensi kendaraan dinas yang diperoleh melalui sistem pembelian dan sistem sewa. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus.Teknik pengumpulan data dilakukan dengan dokumentasi dan wawancara semiterstruktur. Wawancara dilakukan kepada lima orang responden yang berkompeten dan memahami tujuan penelitian ini Hasil penelitian ini menunjukkan bahwa penerapan sistem sewa kendaraan dinas dilakukan pada tahun 2012. Awalnya sewa kendaraan tersebut hanya diperuntukkan bagi kepala SKPD di lingkungan Pemerintah Daerah Kabupaten Boalemo. Hal ini dilakukan karena kendaraan dinas kepala SKPD telah usang dan tak layak pakai lagi. Sistem sewa ini kemudian dilanjutkan pada tahap pengadaan kendaraan dinas operasional di lingkungan Pemerintah Daerah Kabupaten Boalemo untuk memenuhi kebutuhan akan kendaraan operasional sehingga memudahkan pelayanan kepada masyarakat. Berdasarkan analisis data dan hasil wawancara diketahui bahwa alasan yang memengaruhi Pemerintah Daerah Kabupaten Boalemo melakukan sistem sewa yaitu penghematan, kesesuaian anggaran, penambahan sumber pendapatan masyarakat, dan peningkatan penerimaan PAD. Selain itu, hasil analisis NPB menunjukkan nilai positif dan terus meningkat pada sistem sewa dibandingkan sistem pembelian, perhitungan CBA atas sistem sewa telah memenuhi ketentuan nilai >1 yang menyatakan bahwa sistem sewa layak untuk dilanjutkan penerapannya pada Pemerintah Daerah Kabupaten Boalemo.

The aim of this research are to identify the reasons of the Local Government of Boalemo District in choosing the rent system in the procurement of their official vehicles. In addition, this research is also intended to compare the efficiency level of the official vehicles acquired through a purchase and a rent system. Namely research problems why the Local Government of Boalemo District choose the rent system in the procurement of official vehicles?; (2) how is the efficiency level of those vehicles acquired through a purchase system compared to a rent system? This research employed a qualitative method with case study approach. The data were collected through documents and semi-structured interviews. The interviews were conducted at five respondents who were responsible and understood about the purpose of this research. The result of this research indicate that application of this lease system conducted in 2012. Initially implemented only for official vehicles reserved for officials the head of Local Government Work Unit (SKPD) in the Local Governmenet of Boalemo District. This was because the official vehicles they used had been old and improper. The system was then continued at the stage of procurement of operational official vehicles in the Local Government of Boalemo District to meet the demand for operational vehicles to provide service for the community. Based on the data analyses and the results of interviews conducted, the reasons of the Local Government of Boalemo District for applying a rent system are savings, budget compliance, the increasing resources of public income, and the increasing revenue of PAD (Local Own-Source Revenue). In addition, the results of Net Present Benefit (NPB) analysing indicate a more positive value that continues to rise in rent system when compared to the purchase system. The calculation of the Cost and Benefit Analysis (CBA) of the rent system has also met the value >1 which means that the implementation of a rent system is feasible to be continued in the Local Government of Boalemo Distrcit.
