Tulisan ini dimulai dari ketertarikan penulis untuk melihat dan mendalami peran yang dijalankan oleh Lembaga Ombudsman Republik Indonesia Perwakilan Provinsi Riau sebagai salah satu lembaga negara yang lahir dan tumbuh dari semangat demokrasi di Indonesia. Dimana dengan kehadiran lembaga ini diharapkan mampu menjadi wadah yang akan menghidupkan kembali partisipasi aktif masyarakat dalam proses penyelenggaraan pemerintahan daerah. Hal tersebut berdasarkan kepada masih rendahnya pemahaman masyarakat Kota Pekanbaru Provinsi Riau sebagai lokus dari penelitian ini tentang makna demokrasi secara substantif. Persoalan yang terjadi ditengah masyarakat hingga saat ini adalah pemahaman tentang konsep demokrasi hanya sebatas makna electoral semata yaitu berupa partisipasi dalam pemilihan umum, pemilihan kepala daerah maupun pemilihan legislatif. Sehingga menyebabkan proses penyelenggaraan pemerintahan daerah belum berjalan dengan baik. Hal tersebut terjadi karena kurangnya kontrol atau pengawasan yang disebabkan oleh rendahnya partisipasi aktif masyarakat. Padahal tingginya pemahaman masyarakat tentang makna demokrasi secara substantif dalam proses penyelengaraan pemerintahan merupakan salah satu prasyarat untuk terlaksananya demokrasi partisipatori. Pertanyaan besar yang terdapat dalam penelitian ini adalah Bagaimana peran yang dijalankan oleh Lembaga Ombudsman Republik Indonesia Perwakilan Provinsi Riau dalam rangka menguatkan demokrasi partisipatori di Kota Pekanbaru Provinsi Riau?. Untuk kepentingan studi ini, penulis menggunakan metode penelitian kualitatif, dengan melakukan wawancara mendalam dan pengumpulan data-data sekunder sesuai dengan kebutuhan studi. Dalam rangka untuk menjawab pertanyaan penelitian tersebut, penulis menggunakan Teori Demokrasi Partisipatori dari C.B Macpherson, Mclaverty & Morris, Carole Patteman dan Wiliam R Nylen. Teori ini pada dasarnya untuk melihat demokrasi secara substansial, dimana partisipasi aktif masyarakat secara berkelanjutan dalam proses penyelenggaraan pemerintahan menjadi hal yang sangat penting. Baik dalam bentuk ikut serta dalam menentukan arah kebijakan maupun melakukan kontrol dan mengawasi jalannya pemerintahan. Dalam studi ini ada empat instrumen dalam sistem Demokrasi Partisipatori yaitu: Transparansi, Justice, Responsibilitas dan Akuntabilitas yang akan digunakan untuk memotret peran Lembaga Ombudsman Republik Indonesia Perwakilan Provinsi Riau di Kota Pekanbaru Provinsi Riau. Studi ini menemukan bahwasanya, Lembaga Ombudsman Republik Indonesia Perwakilan Provinsi Riau belum dapat memainkan perannya sebagai agency dengan baik atau dapat dikategorikan masih lemah dalam proses penguatan demokrasi partisipatori di Kota Pekanbaru Provinsi Riau. Setidaknya ada delapan hal atau persoalan yang menyebabkan masih lemahnya peran Lembaga Omudsman Republik Indonesia Perwakilan Provinsi Riau dalam menguatkan demokrasi partisipatori di Kota Pekanbaru Provinsi Riau antara lain, Pertama, Lembaga Ombudsman Republik Indonesia Perwakilan Provinsi Riau masih tergolong baru hadir di Kota Pekanbaru tepatnya akhir tahun 2012 sehingga dibutuhkan adaptasi untuk dapat bekerja lebih maksimal. Kedua, masih lemahnya dukungan politik dari pemerintahan daerah Kota Pekanbaru sementara linkage dengan masyarakat juga belum berjalan dengan baik. Ketiga, masih lemahnya peran pers sebagai arus informasi bagi masyarakat. Keempat, Keterbatasan anggaran operasional kelembagaan. Kelima, Keterbatasan Sumber Daya Manusia (SDM) baik secara kuantitas maupun kualitas. Keenam, Infrastruktur kelembagaan yang belum memadai. Ketujuh, Faktor Perundang-undangan. Kedelapan, Masih rendahnya pemahaman masyarakat Kota Pekanbaru tentang demokrasi secara substantif sehingga masyarakat masih terkesan apatis dalam proses penyelenggaraan pemerintahan daerah di Kota Pekanbaru Provinsi Riau.

This paper starts from the author's interest to see and explore the role of which is run by the Ombudsman of the Republic of Indonesia Representative Riau province as one of the state institutions are born and "grow" out of the spirit of democracy in Indonesia. Where the presence of these institutions expected to be a "place" that revives the active public participation in the governance process area. It is based on the lack of understanding of people in Pekanbaru City Riau Province as the locus of the study of the meaning of democracy substantive. The problem that was happening in society in this era is an understanding of the concept of democracy is only in the form of participation in elections, elections the local and legislative elections. Causing the local governance process has not been going well. This happens because of the lack of control or supervision caused by low active community participation. Though high society's understanding of the meaning of democracy is substantively in the process of organization of government is one of the prerequisites for the implementation of participatory democracy. The big question overcome in this research is how the role undertaken by the Ombudsman of the Republic of Indonesia Representative Riau Province in order to strengthen participatory democracy in Pekanbaru City Riau Province? For the aim of this study, the authors used a qualitative research method, by conducting in-depth interviews and data collection secondary ,data accordance with the requirements of the study. In order to answer the research questions, the author uses Participatory Democracy Theory of C.B Macpherson, Mclaverty & Morris, Carole Patteman and Wiliam R Nylen. This theory basically to see democracy substantially, with the active participation of society as Sustainable in the governance process becomes very important. Either in the form participates in determining the direction of policy as well as to control and supervise the government. In this study, there are four instruments in the system, namely Participatory Democracy: Transparency, Justice, Responsibility and Accountability that will be used to photograph the role of the Ombudsman of the Republic of Indonesia Representative Riau Province in the city of Pekanbaru The study found that, the Ombudsman of the Republic of Indonesia Representatives of Riau province has not been able to play its role as an agency with a good or can be considered weak in the process of strengthening participatory democracy in the city of Pekanbaru in Riau province. There are at least eight things or issues that cause the weak role of the Institute Ombudsman Republic of Indonesia Representatives of the Province of Riau in strengthening participatory democracy in Pekanbaru City Riau Province, among others. First, the Ombudsman of the Republic of Indonesia Representative Riau province is still relatively new presence in the city of Pekanbaru exactly the end of 2012 so that required adaptation to be able to work more optimally. Second, the weakness political support from the regional administration Pekanbaru City linkage with the community while also not run well. Third, there is still weakness role of the press as the flow of information for the society. Fourth, the limited of budget of institution. Then,limitations of the Human Resources (HR) either in quantity and quality. In addition, the infrastructure still has not adequate. After that, factor of legislation. The last, low understanding of people in Pekanbaru on substantive democracy so that people still seem apathetic in the process of the regional administration in the city of Pekanbaru in Riau province.
