ANALISIS VALUE FOR MONEY DALAM PEMBELIAN, SEWA DAN LEASING KENDARAAN DINAS STUDI PADA PEMERINTAH KOTA BALIKPAPAN

Keterbatasan keuangan yang dimiliki pemerintah daerah menuntut suatu analisis yang tepat dan mempunyai value for money untuk memaksimalkan dana yang ada dalam rangka pelayanan kepada publik/masyarakat. Pengadaan kendaraan dinas sebagai wujud pelaksanaan peraturan Menteri dalam Negeri Nomor 11 Tahun 2007 menuntut pemerintah membelanjakan dana cermat dan tepat sesuai dengan kebutuhan. Analisa value for money antara membeli, menyewa dan leasing pada pengadaaan kendaraan dinas khususnya kendaran dinas pejabat di Kota Balikpapan ini bertujuan untuk menghitung, menganalisa dan membandingkan alternatif mana yang lebih value for money diantara sistem pengadaan membeli, menyewa dan leasing. Alat analisis yang digunakan dalam penelitian ini, yaitu, Metode Net Present Value (NPV) dengan juga memperhitungkan nilai biaya manfaat. Penelitian meneliti tiga merek/tipe kendaraan yang mewakili kendaraan dinas pejabat antara lain, Avansa New 1,3 E M/T, Great New Xenia X M/T, 1,3 Std dan All New Innova 2.0 G M/T Bensin. Hasil penelitian diketahui bahwa sistem pengadaan kendaraan dinas melalui menyewa untuk ketiga tipe kendaraan lebih menguntungkan, diikuti dengan sistem membeli dan leasing secara berurutan. Hasil penelitian ini dapat sebagai rujukan pemerintah daerah dalam memilih sistem pengadaan dinas di lingkungan pemerintah masing-masing. In the financial restrictiveness that concerned the goverment demanding the exact analysis and have a value of money to maximilize the fund that exist in public services . The official goverment vehicles supply is to formed the implementation based on prime minister regulations , No.11 Year of 2007 , demand the goverment spending fund carefully and precise based on the needs . The value of money analysis between buy , rent , and leasing to supplying the official vehicles especially the officeholder in Balikpapan , intent on calculating , analyze , and comparing which alternative that make more value of money between the provisions system of buying , renting and leasing . The analysis instrument that use in this research is Net Present Value Method also calculating the cost benefit analysis . The research examine 3 type or merk that represent the officeholder vehicles , such as Avansa New 1,3 E M/T , Great New Xenia X M/T , 1,3 Std and All New Innova 2.0 G M/T gasoline . The result of this research indicated that officeholder vehicles supplying system through the renting system is has more benefit that follow by the buying system and the leasing. This research result could be a reference for the local goverment in choosing supplying system of officeholder vehicles in their own region .
