Persepsi Masyarakat Terhadap Rencana Pengembangan Kawasan Industri di Kecamatan Sentolo, Kabupaten Kulon Progo

Rencana pengembangan Kawasan Industri Sentolo merupakan salah satu isu strategis yang dikeluarkan oleh pemerintah Kabupaten Kulon Progo. Namun, selain peran besar dari pemerintah, keterlibatan masyarakat tentu sangat dibutuhkan. Oleh karena itu, penelitian ini bertujuan untuk a) mengetahui sejauh mana realisasi pembangunan Kawasan Industri Sentolo, b) mengetahui persepsi masyarakat terhadap rencana pengembangan Kawasan Industri Sentolo, dan c) mengetahui peran rencana pengembangan Kawasan Industri Sentolo terhadap kondisi sosial ekonomi masyarakat. Penelitian ini menggunakan metode kualitatif dan kuantitatif. Pengambilan data dilakukan melalui wawancara untuk 2 (dua) keyperson dan 95 kuesioner untuk responden yang tersebar di dalam rencana kawasan industri. Data yang diperoleh diolah menggunakan perangkat lunak SPSS. Hasil penelitian menunjukkan bahwa pengembangan kawasan industri Sentolo sampai pada tahap pengadaan lahan oleh perusahaan pengelola kawasan industri. Masterplan kawasan industri telah terbentuk namun masih terhambat adanya izin usaha pengembangan kawasan industri. Masyarakat mendukung adanya pengembangan kawasan industri, namun mereka masih belum siap dengan adanya kawasan industri tersebut apabila dilihat dari aspek pengelolaan lingkungan, aspek pendidikan, dan pengalaman di bidang industri. Menurut masyarakat, kawasan industri akan memberikan peran yang positif dan akan meningkatkan status sosial mereka. Hal tersebut dapat dilihat dari keberadaan pabrik di Desa Tuksono yang telah memberikan peran yang positif terhadap kondisi sosial ekonomi masyarakat.

The development plan of industrial estate in Sentolo is one of strategic issues made by the government of Kulon Progo district. In addition to the role of the government, public participation is also needed. This study aims to determine how far the realization of the industrial estate development, public perception on development plan of Sentolo Industrial Estate, and the role of the development plan of Sentolo Industrial Estate on socio-economic status. This study used qualitative and quantitative method. The data were collected by interview to the 2 (two) keyperson and there are 95 questionaire to the respondents distributed through out the industrial area. The data were analized using SPSS software. The result of this study showed that the development of the industrial estate in Sentolo reach the stage of land acquisition by the company which handle the development of that area. The masterplan of the industrial estate has been developed. However, the permission to implement the plan is still restrained. The community support the development of industrial estate, but they have not ready yet to the industrial estate if seen from the environmental management, educational aspect, and experience in the field of industry. According to the community, industrial estate will give positive impact and improve their social status. This can be seen from the presence of factory in Tuksono Village which gave positive influence on the community sosio-economic conditions.
