EVALUASI PROSES PENYUSUNAN INDIKATOR KINERJA (STUDI PADA PEMERINTAH KABUPATEN BENGKALIS)

Good governance adalah pemerintahan yang transparan dan akuntabel. Kinerja menjadi hal yang paling diprioritaskan untuk melihat kualitas pelayanan. Untuk itu, penelitian ini akan menguji sejauh mana ketepatan proses penyusunan indikator kinerja yang optimal dengan menggunakan pendekatan Ongoing Performance Management and Measurement (OPM&M). OPM&M dengan menggunakan model logika yang disebut dengan performance blueprint akan digunakan untuk mengidentifikasi dan menempatkan indikator kinerja ke dalam empat jenis tabel pengukuran kinerja. Selain itu, juga digunakan logic model untuk melihat kesesuaian indikator kinerja pada dokumen perencanaan hingga dokumen pelaporan. Dari hasil penelitian menunjukkan bahwa indikator kinerja pemerintah Kabupaten Bengkalis belum menunjukkan kesesuaian informasi. Berdasarkan evaluasi dengan menggunakan four quadrant analysis menunjukkan bahwa indikator kinerja pada Pemerintah Kabupaten Bengkalis masih berfokus pada upaya pemerintah dalam melayani masyarakat (service delivery outcome) dengan persentase sebesar 60,09%.

Good governance is a fundamental governance with transparency and accountability. Performance will be the major priority to check on the service quality. Thus, this research is conducted to put some tests on the accuracy of the making process of performance indicators using the approachment of OPM&M. OPM&M use a logic model initially called performance blueprint to identify and place the performance indicators into four tables of performance measurement. On top of that, logic model is also being used to see the conformity of performance indicators in the planning documents up to evaluation documents. This research ended with results such as government performance indicators of Kab Bengkalis has not shown a conformity of information yet. By the evaluation of four quadrant analysis, it is shown that performance indicators of the Governance of Bengkalis still focused on government effort to make service delivery outcome at percentage of 60,09%.
