Whistle Blower System PT Pertamina Hulu Energi Analisis Peran PR PT Pertamina Hulu Energi dalam Keberlangsungan Penerapan Good Corporate Governance

Good Corporate Governance hadir sebagai salah satu solusi dari tindakan korupsi yang merajalela di Indonesia. Mekanisme pergerakan dalam sebuah sistem institusi dengan beberapa titik prinsip, yaitu transparency, accountability, responsibility, independence, dan fairness. Prinsip prinsip GCG diatas perlu dilaksanakan agar perusahaan bisa dipercaya, baik oleh investor, customer, maupun stakeholders yang lain termasuk dalam hal ini masyarakat, pekerja, dan pemerintah. Secara singkat kata, GCG ini memiliki signifikansi pada reputasi perusahaan agar mendapat kepercayaan dari stakeholders. Tercapainya good corporate governance bergantung kepada sebuah sistem didalamnya bernama whistle blower system, suatu sistem yang memberikan sarana kepada stakeholders, khususnya untuk membuat pengaduan mengenai unethical behaviour secara Rahasia, Anonim, dan Independen. Objek yang diambil dalam penelitian ini ialah PT Pertamina Hulu Energi sebagai anak perusahaan dr PT Pertamina Persero dikarenakan perusahaan ini juga menerapkan asas-asas good corporate governance pada sistemnya. Semua pihak didalam institusi ini ikut serta dalam penerapannya, termasuk bagian kehumasan perusahaan. Penelitian ini dilakukan untuk mengetahui peran dan tindakan kongkrit dari humas PT Pertamina Hulu Energi terhadap penerapan Good Corporate Governance. Hasil penelitian ini menunjukkan bahwa belum efektif sepenuhnya GCG dalam penerapannya di lingkungan internal organisasi. Hal ini terjadi karena berbagai unsur, salah satunya di bagian ketidaksempurnaan pada sosialisasi GCG sebagai tahap awal pengenalannya yang diprakarsai oleh tim kehumasan.

Good Corporate Governance (GCG) regulated as one of the solutions for rampant corruption in Indonesia. The principles in movement mechanism of GCG inside an institutional system are transparency, accountability, responsibility, independence, and fairness. These principles needs to be held in terms of making a trustworthy company for investor, customer, as well for another stakeholders : community, workers, and government. For instance, GCG is a significant factor to create a good and trustworthy company. GCG could be achieved depends on its inside system which is whistle blower system. It is a system that specifically allows stakeholders to secretly, anonymously, and independently make complaints about unethical behaviour. The object of this research is PT Pertamina Hulu Energi as a subsidiary of PT Pertamina Persero based on the acknowledgement of implementation of GCG in this company system. The implementation involves all elements inside the institution, including the company public relations. The research was conducted to acknowledge the roles and actions of PT Pertamina Hulu Energi public relations. As a result, it is showed that the implementation of GCG is still ineffective inside the internals. It is caused by various aspects. One of them is the imperfect GCG socialization, even on its first stage, by the PR team.
