Tulisan ini adalah hasil penelitian tentang bekerjanya populisme pada Pemerintahan Basyir Ahmad, Walikota Pekalongan pada periode 2005-2010 dan 2010-2015. Penelitian ini didasari oleh temuan Power Welfare and Democracy akan menguatnya populisme yang dilakukan oleh aktor politik di Indonesia. Belakangan juga muncul figur-figur yang dianggap populis seperti Jokowi, Ridwan Kamil dan Tri Rismaharini. Berdasarkan hal tersebut, peneliti tergelitik untuk menelusuri pengembangan populisme di Pekalongan yang menurut temuan PWD Pekalongan mengembangkan populisme sebesar 70%. Meskipun begitu populisme bukan menjadi satu-satunya model politik yang dilakukan oleh Basyir Ahmad. Disamping populisme, patronase juga menjadi model politik yang tetap digunakan Basyir Ahmad dalam mengelola dukungan. Sehingga penelitian ini terikat pada pertanyaan besar "Bagaimana bekerjanya populisme Ala Basyir Ahmad/Walikota Pekalongan pada periode pemerintahan 2005-2010 dan 2010-2015?" dan "Apa faktor yang menyebabkan populisme bekerja atau tidak bekerja pada kedua periode Pemerintahan Basyir Ahmad?" Dalam membedah kasus ini peneliti menggunakan metode penelitian studi kasus. Penggunaan ini cocok dengan karakter populisme sebagai suatu fenomena. Terlebih kasus ini terikat oleh periode waktu dan tempat. Sedangkan dalam melakukan analisa, peneliti menggunakan pisau analisa populisme yang memiliki tiga varian yaitu populisme sebagai ideologi, discurcive style dan strategi politik. Ada beberapa temuan yang dihasilkan pada penelitian ini. Pertama, terkonfirmasinya syarat munculnya populisme dengan latar kondisi kritis yang dialami masyarakat dan diiringi dengan munculnya figur yang memanfaatkan kondisi krisis dengan tampil sebagai figur yang dermawan, humanis dan merakyat seperti Basyir Ahmad. Kedua, terdapat perbedaan pola bekerjanya populisme pada dua periode Pemerintahan Basyir Ahmad. Periode pertama pola penguatan populisme melalui kebijakan yang bercorak pro-poor (penanggulangan kemiskinan, pendidikan dan kesehatan). Sedangkan pola periode dua mulai melunturnya populisme yang digunakan oleh Basyir Ahmad. Hal tersebut dilatari perubahan konsen isu utama yang dibawa oleh Basyir Ahmad meskipun isu kesejahteraan tetap dipertahankan. Basyir Ahmad menjadikan isu batik sebagai pilar ekonomi masyarakat Pekalongan. Namun aktivitas-aktivitas Basyir Ahmad hanya cenderung pada ranah discurcive style saja. Terutama ditemukannya kecenderungan bahwa isu utama yang dibawa Basyir bersifat berorientasi elit bukan berorintasi masyarakat. Implikasi lebih luas adalah melunturnya dukungan masyarakat terhadap Basyir Ahmad ditunjukkan dengan aksi demonstrasi besar-besaran. Ketiga, pola komunikasi langsung yang dilakukan Basyir Ahmad kepada masyarakat Pekalongan nyatanya membuat populisme yang dilakukan semakin kuat ditahun tahun awal. Inilah kekuatan Basyir Ahmad disamping penggunaan kebijakan populis. Terakhir, penelitian ini mengkonfirmasi sekaligus mendetilkan dari temuan Power Welfare and Democracy terhadap temuan 70% pengembangan populisme di Pekalongan.

This papper is the result of research on the workings of populism on the Government of Basyir Ahmad, the Mayor of Pekalongan in 2005-2010 and 2010-2015. This study is based on the findings of Power Welfare and Democracy will be strengthened populism conducted by political actor in Indonesia. Later also appeared figures are condsidered populist as Jokowi, Ridwan Kamil and Tri Rismaharini. Based on this, the researcher tried to explore the development of populism in which according to the findings PWD on Pekalongan have developed populism until 70%. Despite that populism is not to be the only one political model made by Basyir Ahmad. Besides populism, patronage is also a political model that is still used in managing the support of Basyir Ahmad. So this research is tied to big question "How does it work populism of Basyir Ahmad, Mayor of Pekalongan in the period 2005-2010 and 2010-2015 reign?" and "What are the factors that lead to populism works or doesn't work in period 2005-2010 and 2010-2015 of Basyir Ahmad Government's?" In this case I dissected using case study method. Use of this fits wit the character of populism as a phenomenon. Moreover, this case is bound by a period a time and place. While doing analysis, I used a knife analysis of populism that have three variants of populism like populism as an ideolody, discurcive style and political strategy. There are several findings in this study. First, is true that the rise of populism became with the background of the critical conditions experienced by the people and accompanied by the emergence of figure taking advantage of the crisis by appearing as a figure whom philantropist, humanis, and populist as Basyir Ahmad. Second, there are differences in the pattern of operation/working of populism in the two periods of Government of Basyir Ahmad. The first periode consolidation of populism through policies pro-poor (poverty erradication, education and health). While teh pattern of second period is decreasing populism used by Basyir Ahmad. It backed the change concern major issues brought by Basyir Ahmad although the issue of welfare state is maintained. Basyir Ahmad makes batik issue as a pillar of Pekalongan local ekonomy. But Basyir Ahmad activities tend only on discurcive style realm. Especially, there are tendencies that the key issue that brought by Basyir isn't oriented society but oriented elite. More implications are decreasing public support to Basyir Ahmad from people of Pekalongan City. It's proof by massive demonstration. Third, the pattern of direct comunication is done Basyir Ahmad to the people of Pekalongan city make populism is getting stronger year by year. Besides direct comunication, policy choice that Basyir Ahmad like populist policies make his populism is works. Lastly, this study confirm findings from Departemen Politics and Governmen has been done by Power Welfare Democracy that there is development of populism in Pekalongan by Basyir Ahmad.
