ASSESSING THE POTENTIAL OF REGIONAL AIRPORT DEVELOPMENT IN INDONESIA (CASE STUDY: DOBO, SUSILO, AND TOREA AIRPORT)

Dalam beberapa tahun terakhir, pertumbuhan penumpang angkutan udara di Indonesia sangat pesat. Perkembangan maskapai penerbangan juga meningkat ditunjukkan dengan bertambahnya jumlah pesawat udara yang dioperasikan dan dipesan. Akan tetapi potensi pertumbuhan lalu lintas udara tidak diimbangi dengan pembangunan infrastruktur bandar udara, khususnya bandar udara regional yang mendukung pesawat menengah-kecil seperti ATR-72 dan R-80. Tiga bandara regional berpotensi dipilih yaitu Bandar Udara Dobo (DOB), Susilo (SQG), dan Torea (FKQ). Econometric forecasting digunakan untuk memprediksi permintaan dan untuk memahami beberapa faktor yang berpengaruh di tiga bandara tersebut. ICAO (International Civil Aviation Organization) Aerodrome Design Manual dan IATA (International Air Transport Association) Airport Design Manual digunakan untuk menghitung kebutuhan landas pacu dan terminal penumpang pada ketiga bandara terpilih. Hasil penelitian menunjukkan bahwa pembangunan bandara regional harus seimbang dengan pertumbuhan penumpang dan pertumbuhan maskapai udara, namun juga mempertimbangkan kondisi awal bandar udara yang dapat meningkatkan dana untuk pengembangan bandar udara.

In recent years, passenger air transport in Indonesia has grown rapidly. Airline development is also raising as indicated by the increasing number of aircraft operated and ordered. However, the potential growth of air traffic is not balanced by airport infrastructure development, particularly in regional airports that support small regional aircraft such as ATR-72 and R-80. Three potential small regional airports are analysed, namely Dobo Airport (DOB), Susilo Airport (SQG), and Torea Airport (FKQ). Econometric forecasting is used to predict demand and to give a better understanding of the influencing factors at the three selected airports. The ICAO (International Civil Aviation Organization) Aerodrome Design Manual and IATA (International Air Transport Association) Airport Development Manual are used to calculate runway and passenger terminal requirements at the three selected airports. The results showed that regional airport development should be done in accordance with the growth of passenger demand and airline evolution, but also consider the existing condition of the airport, which might increase the capital expansion.
