PROTOTIPE SISTEM KOLABORATIF PELAPORAN HASIL PEMERIKSAAN DI BPK RI

Badan Pemeriksa Keuangan Republik Indonesia (BPK RI) dituntut untuk menghasilkan laporan hasil pemeriksaan (LHP) yang bermutu dan dapat diandalkan. Oleh karena itu, proses pelaporan hasil pemeriksaan harus dilaksanakan sebaik mungkin. Proses pelaporan di BPK RI yang masih dilakukan secara konvensional memunculkan permasalahan di antaranya terkait kolaborasi dan dokumentasi. Permasalahan kolaborasi muncul ketika tim pemeriksa tidak berada dalam satu tempat untuk menyelesaikan LHP. Tim pemeriksa tidak memiliki wadah privat untuk berkolaborasi jarak jauh. Sedangkan permasalahan terkait dokumentasi terjadi karena LHP dihasilkan melalui beberapa tahapan revisi. Secara konvensional, tim pemeriksa harus mendokumentasikan setiap revisi secara manual. Hal ini membutuhkan usaha yang besar dan rentan terjadi ketidaktertiban. Penelitian ini bertujuan untuk mengembangkan prototipe sistem informasi (SI) online berbasis web di BPK RI yang dapat digunakan untuk mewadahi proses penyusunan LHP secara kolaboratif. Pengembangan dilakukan dengan pendekatan proses ICONIX yang terdiri dari fase analisis kebutuhan, fase desain awal, fase review desain awal, fase merinci desain awal, fase critical design review, dan fase implementasi. Analisis kebutuhan didapatkan dengan mengkaji standar proses pelaporan dan melakukan konfirmasi yang diperlukan. Desain ditunjukkan dalam use case, class, robustness, dan sequence diagram. Desain kemudian diimplementasikan menggunakan ASP.NET C# dan basis data Microsoft SQL Server serta Aceoffix sebagai tool word processor pada web. Penelitian ini menghasilkan prototipe SI online berbasis web yang dapat digunakan sebagai referensi untuk memudahkan kolaborasi jarak jauh dan mengotomasi pendokumentasian versi-versi laporan dalam proses pelaporan di BPK RI.

The Audit Board of Indonesia (BPK RI) is required to produce qualified and reliable audit results report (LHP). Therefore, the reporting process should be done as good as possible. Reporting process in BPK which is still done conventionally, raises issues which were related to collaboration and documentation. Collaboration issue arise when audit team member are not in one place to complete the LHP. Audit team member do not have a private facility to collaborate remotely. While issue related to documentation occur because LHP are produced through several stages of revision. Conventionally, the audit team shall record any revision manually. It requires great effort and susceptible to the disorder. This research aims to develop a prototype of online web-based information system that can be used to facilitate the process of composing LHP collaboratively. Development process was done by ICONIX process approach which consists of requirements analysis phase, preliminary design phase, preliminary design review phase, detailed design phase, critical design review phase, and implementation phases. Requirements analysis obtained by analyzing standard reporting process and perform the necessary confirmation. The design was showed in the use case, class, robustness, and sequence diagrams. Then, design was implemented by using ASP.NET C #, Microsoft SQL Server databases, and Aceoffix as a web word processor tool. This research resulted a prototype of online web-based information system which could be used as a reference to facilitate remote collaboration and to record any versions of the report automatically in the reporting process in BPK RI.
