Peran KawalCOVID19 dalam Mengelola Public Value Melalui Diseminasi Informasi di Tengah Pandemi Virus Corona

Eksistensi KawalCOVID19 di platform Twitter berkontribusi pada pengelolaan public value di kala negara absen untuk akuntabel dalam melakukan diseminasi informasi berbasis bukti. Kontribusi tersebut direalisasikan melalui serangkaian mekanisme virtual yang dilakukan secara pro bono. Fenomena ini sejatinya memungkinkan untuk dianalisis dari perspektif civil society virtual dengan menitikberatkan pada peran civil society dan fungsi Twitter baginya. Data untuk penelitian sebagian besar bersumber dari tweet KawalCOVID19. Dengan analisis isi terarah dan word cloud, data yang diolah merefleksikan pola tweet dan tendensinya dalam mengkonstruksi suatu narasi pada isu tertentu. Adapun isu yang menjadi fokus KawalCOVID19 antara lain informatika dan komunikasi krisis. Penelitian ini menggambarkan adanya inisiatif citizen di situasi bencana, khususnya non-alam, dengan mengacu kepada nilai yang mereka aspirasikan.

The existence of KawalCOVID19 on the Twitter platform contributes to the management of public value as the state is absent from being accountable in disseminating evidence-based information. Their contribution is realized through a concatenation of virtual mechanisms on a pro bono basis. This phenomenon actually allows to be analyzed from a virtual civil society perspective by focusing on the role of civil society and the function of Twitter for it. The data for the study was mostly sourced from KawalCOVID19 tweets. With direct content analysis and word cloud, the processed data reflects tweet patterns and their tendencies in constructing a narrative on a particular issue. The issues that are the focus of KawalCOVID19 include informatics and crisis communication. This research illustrates the existence of citizen initiatives in disaster situations, especially non-natural ones, by referring to the values they aspire to.
