PERAN PEMERINTAH KOREA SELATAN DALAM MENGEMBANGKAN GASTRODIPLOMASI STUDI KASUS: KEBIJAKAN GLOBAL HANSIK: KOREAN CUISINE TO THE WORLD TAHUN 2009-2020

Pada penelitian ini membahas mengenai peran pemerintah Korea Selatan dalam mengembangkan gastrodiplomasinya melalui kebijakan Global Hansik: Korean Cuisine to the World sejak mulai diberlakukannya di tahun 2009 hingga 2020, yang mana pada tahun 2020 terjadi fenomena pandemi COVID-19 dan menjadi peristiwa global. Oleh sebab itu, mulai munculnya berbagai batasan hingga larangan untuk bepergian keluar negeri maupun didalam negeri sendiri, sehingga berdampak pada industri gastronomi di Korea Selatan yang sedang berkembang pesat beberapa tahun belakangan ini dalam melakukan agenda negaranya melalui gastrodiplomasi. Hal ini secara langsung menghambat proses pelaksanaan dari penyebaran atas pengaruhnya dalam gastrodiplomasi ini. Maka dari itu, perlu mengetahui sejauh mana peran serta strategi pemerintah Korea Selatan itu sendiri dalam mengembangkan gastrodiplomasinya dari masa ke masa, terutama ketika di era pandemi COVID-19 ini yang telah berlangsung selama tahun 2020. Sehingga oleh karenanya, dapat melakukan perbandingan antara pelaksanaan kebijakan Global Hansik ketika sebelum terjadinya pandemi COVID-19 hingga setelah munculnya COVID-19 ini mengenai adanya perbedaan atau tidak dari segi peran dari pemerintah Korea Selatan maupun strategi yang dijalankan dan dengan hal ini dapat mengetahui juga mengenai peran serta strategi yang dilakukan pemerintah dalam mengembangkan program gastrodiplomasinya tersebut atas penanganannya ketika di masa pandemi COVID-19 yang mempengaruhi dari sisi kebijakan ekonomi politik yang diambil. Selanjutnya, dengan dilakukannya analisis terhadap studi kasus dari kebijakan Global Hansik: Korean Cuisine to the World ini, dapat mengetahui mengenai perkembangan dari gastrodiplomasi Korea Selatan sejak tahun 2009 hingga tahun 2020 serta efektivitasnya atas metode gastrodiplomasi yang digunakan selama ini.

This study discusses the role of the South Korean government in developing its gastro diplomacy through the Global Hansik policy: Korean Cuisine to the World since its enactment in 2009 to 2020, wherein 2020 the COVID-19 pandemic occurred and became a global event. Therefore, the emergence of various restrictions to restrictions on traveling abroad and within their own country thus impacted the gastronomic industry in South Korea, which has been overgrowing in recent years in carrying out its country's agenda through gastro diplomacy. This COVID-19 situation directly hinders the implementation of spreading its influence in this gastro diplomacy. Therefore, it is necessary to know the extent of the role and strategy of the South Korean government itself in developing its gastro diplomacy from time to time, especially during this era of the COVID-19 pandemic, which has been going on for 2020. Therefore, it is possible to make a comparison between the implementation of the Global Hansik policy before the COVID-19 pandemic and after the emergence of COVID-19 regarding whether there are differences or not in terms of the role of the South Korean government and the strategy being implemented and with this, we can also find out about the role and strategy carried out by the government in developing its gastro diplomacy program for its handling during the COVID-19 pandemic which affected the political economy policies taken. Furthermore, by analyzing the case study of the Global Hansik policy: Korean Cuisine to the World, we can find out about the development of South Korean gastro diplomacy from 2009 to 2020 and the effectiveness of the gastro diplomacy methods used so far.
