Efektivitas Pelayanan Pengaduan (UPIK) Pada Aplikasi Jogja Smart Service Di Tengah Pandemi Covid-19

Saat ini dunia sedang digemparkan dengan munculnya covid-19 (coronavirus disease 2019), hal tersebut membawa dampak signifikan pada perubahan dunia, mulai dari aspek ekonomi, sosial hingga pada kehidupan sehari-hari. Berbagai tindakan telah dilakukan oleh pemerintah untuk menekan angka penuluran covid-19 mulai dari adanya Pembatasan Sosial Berskala Besar (PSBB), social distancing, Pemberlakukan Pembatasan Kegiatan Masyarakat (PPKM), dan sebagainya. Diperlukan upaya secara masif untuk menekan jumlah persebaran covid-19 dengan memanfaatkan transformasi digital. Media komunikasi dan informasi berbasis aplikasi berpengaruh pada pelayanan publik salah satunya yaitu pelayanan pengaduan. Pemerintah Kota Yogyakarta menyediakan layanan pengaduan sebagai media yang berfungsi menerima keluhan, masukan, aduan, dan informasi terkait dengan penyelenggaraan pemerintah dan pelayanan publik di Kota Yogyakarta. Pelayanan pengaduan pada aplikasi Jogja Smart Service (JSS) bertujuan untuk mempermudah masyarakat dalam menyampaikan aduan, aspirasi dan informasi serta memberikan kemudahan petugas penyelenggara dalam menangani pengaduan. Sistem pelayanan pengaduan pada aplikasi Jogja Smart Service yang sudah terhubung dengan seluruh organisasi perangkat daerah di Pemerintah Kota Yogyakarta. Penelitian ini dimaksudkan untuk melihat efektivitas pelayanan pengaduan pada aplikasi JSS di tengah pandemi covid-19. Penelitian ini menggunakan metode kualitatif pendekatan studi kasus. Peneliti menggunakan teori Tijptono dan Anastasia (2003) tentang penanganan pengaduan yang efektif dianalisis menggunakan lima variabel yaitu akses, kesederhanaan, kerahasiaan, records, dan sumber daya. Kemudian, tingkat kepuasan pengaduan menggunakan teori Stauss dan Wolfgang (2004) dianalisis dengan menggunakan tiga dimensi yaitu outcome complaint satisfaction, interaction complaint satisfaction, dan process complaint satisfaction. Secara keseluruhan pelayanan pengaduan pada aplikasi Jogja Smart Service di Kota Yogyakarta dalam menyelenggarakan pelayanan berbasis e-government belum efektif di tengah pandemi covid-19. Selanjutnya, penyelenggaraan pelayanan pengaduan pada aplikasi Jogja Smart Service sudah menerapkan sistem pemerintahan berbasis elektronik sejak tahun 2018, sehingga dengan adanya pandemi covid-19 penyelenggaraan pelayanan pengaduan tetap berjalan normal.

Currently the world is being shocked by the emergence of covid-19 (coronavirus disease 2019), this has a significant impact on world changes, ranging from economic, social aspects to everyday life. Various actions have been taken by the government to reduce the number of Covid-19 outbreaks, starting from the existence of Large-Scale Social Restrictions (PSBB), social distancing, Enforcement of Restrictions on Community Activities (PPKM), and so on. Massive efforts are needed to suppress the spread of COVID-19 by utilizing digital transformation. Application-based communication and information media have an effect on public services, one of which is the complaint service. The Yogyakarta City Government provides complaint services as a medium that functions to receive complaints, inputs, complaints, and information related to the administration of government and public services in the City of Yogyakarta. The complaint service on the Jogja Smart Service application aims to make it easier for the public to submit complaints, aspirations and information as well as provide convenience for the organizers in handling complaints. The complaint service system in the Jogja Smart Service application has been integrated with all OPDs in the Yogyakarta City Government. This study is intended to see the effectiveness of the complaint service on the Jogja Smart Service application in the midst of the covid-19 pandemic. This study uses a qualitative method with a case study approach. To find out the effectiveness of the complaint service on the Jogja Smart Service application in the midst of the covid-19 pandemic, researchers used the theory of Tijptono and Anastasia (2003) regarding effective complaint handling and analyzed using five variables, namely access, simplicity, confidentiality, records, and resources. Then, the level of complaint satisfaction using the theory of Stauss and Wolfgang (2004) was analyzed using three dimensions, namely outcome complaint satisfaction, interaction complaint satisfaction, and process complaint satisfaction. Overall, the complaint service on the Jogja Smart Service application in the City of Yogyakarta in providing e-government-based services has not been effective in the midst of the COVID-19 pandemic. Furthermore, the implementation of complaint services on the Jogja Smart Service application has implemented an electronic-based government system since 2018, so that with the Covid-19 pandemic the implementation of complaint services continues to run normally
