Defying Authoritarian Rule with Transnational Forces: How #MilkTeaAlliance Brews Democracy in Thailand

Dengan jumlah negara yang diperintah di bawah rezim otoriter terus berkembang di seluruh Asia, begitu pula munculnya aktivis pro-demokrasi di wilayah tersebut. Beberapa penelitian telah menemukan bahwa gerakan sosial dapat membantu menggulingkan otoritarianisme di dunia, di mana beberapa di antaranya berakhir dengan sukses besar, sementara beberapa di antaranya gagal. Namun, tingkat keberhasilan negara untuk menentang kekuasaan otoriter oleh gerakan transnasional daring dengan tujuan menegakkan demokrasi masih harus diteliti. Menggunakan kehadiran #MilkTeaAlliance dalam protes anti-pemerintah Thailand pada tahun 2020 sebagai studi kasus, riset ini mengambil pendekatan Jaringan Advokasi Transnasional dan menggunakan berbagai mekanisme di dalamnya, di mana salah satu mekanisme tersebut menyoroti kondisi para aktivis yang hanya dapat berinteraksi dari jarak jauh untuk mengoordinasikan gerakan sosial di Thailand demi mewujudkan reformasi monarki. Dengan membandingkan sifat dari rangkaian protes sebelumnya yang biasanya berakhir pada lingkaran kekerasan, penelitian ini mengambil perspektif baru dalam menganalisa sifat protes nirkekerasan Thailand yang muncul pada tahun 2020, dan mengisi kesenjangan antara studi sebelumnya tentang kegagalan protes-protes demokrasi di Thailand. Temuan baru ini dengan kuat menunjukkan bahwa keterlibatan daring dari #MilkTeaAlliance telah secara signifikan mengubah sifat protes Thailand untuk mengakomodir tekad demokratisnya, namun belum untuk menjamin masa depan demokrasi yang stabil untuk Thailand karena beberapa keterbatasan.

With the number of countries which are being ruled under authoritarian regimes grow across Asia, so does the rise of pro-democracy activists in the region. Several studies have found that social movements helped to toppled down authoritarianism around the globe, to which some of them ended up in a great success, while some of them failed. However, the degree of success in defying authoritarian rule by a transnational online movement with the purpose of enforcing democracy to the country remains to be accomplished. Using the presence of #MilkTeaAlliance in Thailand 2020 anti-government protests as a case study, this paper takes an approach on Transnational Advocacy Network and incorporate a variety of mechanisms within it, in which one of the mechanisms highlight the condition where activists can only interact remotely to coordinate a social movement in Thailand to have a monarchy reform. By comparing the nature of previous series of protests that usually resulted in a loop of violence, this research will take a fresh look on Thailand new nonviolent protest nature which appeared in 2020, and fill in the gap between previous studies on the failure of democracy in Thailand. New findings strongly indicate that the online involvement from #MilkTeaAlliance has significantly changed Thailand protest nature to accommodate its democratic determination, but not to the extent of ensuring a stable democratic future for Thailand due to some limitations.
