Analysis of the Physical Disabled Public Facilities in Yogyakarta Province Using System Resource Approach

Penelitian ini bertujuan untuk mengkaji kondisi fasilitas umum fisik untuk penyandang disabilitas di Provinsi Yogyakarta dengan menggunakan pendekatan system resource yang merupakan pendekatan yang mengukur seberapa baik suatu lembaga menggunakan sumber daya yang tersedia untuk tujuan yang dituju. Penelitian ini bersifat kualitatif dimana data primer berasal dari wawancara dengan penyandang disabilitas dan perwakilan organisasi disabilitas dan observasi lapangan terhadap fasilitas sedangkan data sekunder dikumpulkan melalui dokumentasi yang tersedia secara online dalam bentuk jurnal, artikel berita, dan laporan pemerintah. Penelitian ini menyimpulkan bahwa kondisi fasilitas umum fisik penyandang disabilitas berdasarkan indikator pendekatan system resource tidak optimal karena permasalahan seperti fokus fasilitas yang terpusat pada area tertentu saja, kurangnya variasi fasilitas yang berbeda, kegagalan untuk memenuhi standar yang disebutkan dalam pedoman yang tersedia dari pemerintah pusat, dan kurangnya alokasi anggaran yang mengakibatkan minimnya penggunaan oleh penyandang disabilitas. Selain itu, penelitian ini juga menawarkan beberapa rekomendasi seperti memperluas fokus kualitas fasilitas di luar kawasan wisata, menyediakan lebih banyak variasi disabilitas fisik, lebih banyak kerjasama antar departemen sehingga perbedaan infrastruktur dan fasilitas yang disediakan oleh masing-masing departemen tidak menghalangi satu sama lain dalam rangka menciptakan lingkungan aksesibel yang lebih terintegrasi, dan agar departemen terkait tidak hanya meningkatkan anggaran yang dialokasikan untuk fasilitas yang dapat diakses tetapi juga menyatakan jumlahnya pada laporan demi akuntabilitas.

This study aims to examine the condition of physical disabled public facilities in Yogyakarta Province using the system resource approach which is an approach that measures the how well an institution uses the available resource for the goal they intended. This is qualitative research in which the primary data came from interviews with persons with disabilities and disability organizations representatives and on field observation of the facilities while the secondary data were collected by the documentation that are available online in the forms of journals, news articles, and government reports. The result of the study is that the conditions of the physical disabled public facilities based on the system resource approach indicators are not optimal due to issues such as the centralized focus of the facilities on specific areas only, lack of variations of different facilities, failure to comply with the available guideline provided by the central government, and lack of budget allocation which resulted in minimal usage by people with disabilities. Furthermore, this study also offers some recommendations such as widening the focus of the quality for the facilities outside of touristy areas, provide more variety of physical disabilities, more cooperation between departments so different infrastructures and facilities that were provided by each respective departments do not obstruct with one another in order to create a more integrated accessible environment, and for the relevant departments to not only increase the budget allocated for accessible facilities but to also stated the amount on their reports to for further accountability
