Perkembangan Layanan Lajur Khusus Sepeda Motor (LKSM) dan Keselamatannya Pada Jalan Tol Bali Mandara

Sepeda motor adalah kendaraan yang paling dominan digunakan untuk transportasi orang Indonesia termasuk masyarakat Bali khususnya di Kota Denpasar. Jumlah kepemilikan kendaraan bermotor juga mengalami kenaikan dari beberapa tahun ini. Penggunaan sepeda motor di Kota Denpasar sangat mendominasi dan salah satu penyebabnya adalah kurang berkembangnya sektor angkutan umum. Sepeda motor berkontribusi ke jumlah terbesar data kecelakaan lalu lintas setiap tahun. Dengan jumlah kepemilikan sepeda motor yang tinggi kontribusi pengguna sepeda motor yang terlibat dalam kecelakaan lalu lintas masih tinggi. Salah satu solusi yang dapat mengurangi tingkat kecelakan pengguna sepeda motor adalah dengan membangun lajur sepeda motor dengan pemisah lajur dari kendaraan roda empat. Jalan Tol Bali Mandara merupakan satu-satunya jalan tol yang berada di Provinsi Bali dan memiliki lajur khusus untuk pengendara sepeda motor. Dengan demikian penelitian terkait perkembangan layanan lajur khusus sepeda motor dan keselamatannya pada jalan tol menjadi sangat penting yang dapat memberikan penilaian bagaimana perkembangan layanan dan apakah indikator keselamatan pada jalan tol tersebut memiliki standar sehingga meminimalisasikan terjadinya kecelakaan lalu lintas. Metode Importance Performance Analysis (IPA) digunakan untuk mempermudah pengukuran atribut tingkat kepentingan dan kepuasan untuk pengembangan program pemasaran yang efektif. Metode IPA menggabungkan pengukuran Tingkat Kepentingan dan Kinerja dalam grafik dua dimensi yang memudahkan penjelasan data dan mendapatkan usulan praktis. Hasil analisis menunjukkan metode Importance Performance Analysis (IPA) dilihat dari nilai rata-rata skor kinerja sebesar 3,797 dan tingkat kepentingan sebesar 4,343, hal ini menunjukkan bahwa pengguna lajur khusus sepeda motor belum puas terhadap kinerja pelayanan dari Jalan Tol khususnya pada lajur sepeda motor.

Motorcycles are the most dominant vehicle used for transportation of Indonesians, including Balinese people, especially in Denpasar City. The number of motorized vehicle ownership has also increased from the past few years. The use of motorbikes in Denpasar City is very dominant and one of the reasons is the lack of development of the public transportation sector. Motorcycles contribute to the largest number of traffic accident data each year. With a high number of motorcycle ownership, the contribution of motorcycle users involved in traffic accidents is still high. One solution that can reduce the accident rate for motorcycle users is to build motorcycle lanes with lane separators from four-wheeled vehicles. The Bali Mandara Toll Road is the only toll road in the province of Bali and has a special lane for motorcycle riders. Thus, research related to the development of special motorcycle lane services and their safety on toll roads is very important which can provide an assessment of how the development of services and whether the safety indicators on these toll roads have standards so as to minimize the occurrence of traffic accidents. The Importance Performance Analysis (IPA) method is used to facilitate the measurement of the importance and satisfaction level attributes for the development of an effective marketing program. The IPA method combines Stakeholder and Performance measurements in a two-dimensional graph that makes it easy to explain data and get practical suggestions. The results of the analysis show that the Importance Performance Analysis (IPA) method is seen from the average performance score of 3,797 and the level of importance is 4,343, this indicates that the motorcycle lane users are not satisfied with the service performance of the Toll Road, especially on the motorcycle lane.
