ANALISIS TRANSFORMASI BISNIS PT HUTAMA KARYA (PERSERO)

Pembangunan Infrastruktur menjadi salah satu program prioritas Pemerintah saat ini. Ketersediaan infrastruktur seperti jalan tol menjadi sangat penting untuk pencapaian prioritas tersebut, terutama di daerah-daerah untuk memberikan konektivitas antar wilayah dan memperlancar proses distribusi barang produksi. PT. Hutama Karya (Persero) sebagai salah satu Badan Usaha Milik Negara Republik Indonesia telah mendapatkan mandat penugasan dari pemerintah untuk pengusahaan pembangunan Jalan Tol Trans Sumatera. Mandat ini semakin dikukuhkan melalui diterbitkannya Perpres No. 117 Tahun 2015, yaitu tentang Perubahan Atas Peraturan Presiden Nomor 100 Tahun 2014 Tentang Percepatan Pembangunan Jalan Tol di Sumatera. Untuk menjalankan mandat tersebut PT Hutama Karya (Persero) perlu membuat sejumlah penyesuaian korporasi, salah satu dengan melakukan transformasi bisnis dari perusahaan yang hanya bergerak di bidang jasa konstruksi menjadi pengembang infrastruktur. Untuk mensukseskan transformasi bisnis, membutuhkan perencanaan sekaligus implementasi yang cukup matang. Hal tersebut menjadi tantangan tersendiri bagi perusahaan. Hasil penelitian menunjukan PT Hutama Karya (Persero) dalam lima tahun terakhir mengalami kemajuan kinerja keuangan yang signifikan dibandingkan perusahaan konpetitor, dari sisi laba maupun aset perusahaan. Disisi lain pembangunan Jalan Tol Trans Sumatera memiliki kelayakan finansial yang kurang baik tetapi dapat memberikan dampak yang sangat baik terhadap kemajuan perekonomian di Sumatera. Dalam melaksanakan penugasan tersebut perusahaan mendapat tambahan modal dari negara, tetapi ekuitas tersebut harus ditingkatkan menjadi leverage untuk menyelesaikan penugasan tersebut, sehingga perusahaan memiliki keuntungan yang cukup dalam pengembalian hutang jangka Panjang tesebut. PT Hutama Karya (Persero) menerapkan strategi value capture untuk menangkap potensi bisnis turunan lain yang dapat membantu perusahaan dalam pembayaran pinjam untuk pembangunan Jalan Tol Trans Sumatera serta memberikan dampak langsung terhadap kenaikan traffic Jalan Tol Trans Sumatera.

Infrastructure Development is one of the Government's priority programs today. The availability of infrastructure such as toll roads is very important for achieving these priorities, especially in regions to provide connectivity between regions and facilitate the distribution of goods. PT. Hutama Karya (Persero) as one of the State-Owned Enterprises of the Republic of Indonesia has obtained the mandate from the government for the construction of the Trans Sumatra Toll Road. This mandate was further strengthened through the issuance of Presidential Regulation Number 117 of 2015, concerning Amendments to Presidential Regulation Number 100 of 2014 that concerning Acceleration of Toll Road Development in Sumatra. To carry out this mandate, PT Hutama Karya (Persero) needs to make a number of corporate adjustments, one of which is by transforming the business from a company that is only engaged in construction services to becoming an infrastructure developer. To succeed in business transformation, it requires planning and mature implementation. This is a challenge for the company itself. The results showed that PT Hutama Karya (Persero) has experienced significant financial performance progress in the last five years compared to the company in terms of profit and company assets. On the other hand, the assignment of PT Hutama Karya (Persero) to become the developer of the Trans Sumatra Toll Road that has unfavorable financial feasibility but can have a very good impact on economic progress in Sumatra. In carrying out the assignment, the company gets additional capital from the state, but the equity must be increased to leverage to complete the assignment, so that the company has enough profit in repaying the long-term debt. PT Hutama Karya (Persero) implements a value capture strategy to capture the potential of other derivatives businesses that helps the company in loan payments for the construction of the Trans Sumatra Toll Road and have a direct impact on the increase in Trans Sumatra Toll Road traffic.
