PERENCANAAN OPERASI JANGKA PENDEK SISTEM NUSA TENGGARA TIMUR DENGAN PERTIMBANGAN MASUKNYA PLTS DAN KEKANGAN OPERATIONAL RESERVE: UNIT COMMITMENT DENGAN KEKANGAN PRIMARY FREQUENCY RESPONSE STEADY STATE

Potensi energi surya yang cukup besar di Indonesia yaitu sekitar 4,8 kWh/m2/hari atau setara dengan 112 GWp menjadikan PLTS merupakan salah Energi Baru Terbarukan (EBT) yang dipertimbangkan untuk memenuhi target bauran energi sebesar 23% tahun 2025. Tetapi, PLTS tidak mempunyai inersia rotasi. Sehingga masuknya PLTS ke dalam sistem tenaga listrik akan menyebabkan permasalahan pada respon frekuensi sistem. Perencanaan operasi jangka pendek sistem tenaga listrik dilakukan dengan meminimalisasi fungsi objektif berupa biaya pembangkitan dengan mempertimbangkan berbagai kekangan. Untuk mengatasi permasalahan pada respon frekuensi sistem perlu adanya penambahan kekangan Inertial Response dan Primary Frequency Response (PFR) pada unit commitment (UC) untuk menjaga frekuensi nadir dan deviasi frekuensi sistem agar tidak melanggar batas yang ditetapkan ketika terjadinya kontingensi N-1. Sistem Timor merupakan salah satu sistem besar di Nusa Tenggara Timur yang telah terkoneksi dengan transmisi 70 kV. Kekangan transmisi perlu menjadi pertimbangan untuk menjaga agar UC dan dispatch tidak melanggar kapasitas transmisi sehingga keamanan sistem lebih terjamin. Proses perancangan operasi jangka pendek sistem Nusa Tenggara Timur dengan pertimbangan masuknya PLTS dan kekangan operational reserve dilakukan dengan pemodelan matematis fungsi objektif dan kekangan yang akan di optimisasi menggunakan bantuan solver CPLEX. Metode yang dilakukan pada capstone project ini menggunakan Mixed Integer Linear Programming (MILP) dengan fungsi objektif yang diubah ke dalam bentuk piecewise linear tiga segmen. Dari hasil unit commitment dan dispatch pada sistem Timor menunjukkan bahwa sistem mampu memenuhi permintaan beban baik saat beban tertinggi maupun beban terendah. Beban tiap saluran transmisi pada tiap skenario beban juga masih berada di bawah kapasitas saluran transmisi. Penambahan PFR pada UC akan meningkatkan biaya total pembangkitan, tetapi keamanan sistem lebih terjamin. Pada skenario UC dengan pertimbangan PLTS, hasil simulasi menunjukkan bahwa penetrasi PLTS berpengaruh pada ketersediaan PFR.

The potential of solar energy is quite large in Indonesia, which is around 4.8 kWh / m2 / day or equivalent to 112 GWp, makes solar power plant or PV one of the renewable energy (RE) which considers are satisfying the energy mix target of 23% by 2025. However, PV doesnt have rotational inertia. So that the integration of PV into the power system will cause problems with the system frequency response. Short-term operation planing of the power system is carried out by minimizing the objectives function in the form of generation cost by considering various constraints. To solve the problem in the system frequency response, it is necessary to add inertial response and primary frequency response (PRF) constraints on the unit commitment (UC) to maintain the nadir frequency and deviation of the system frequency that does not violate the limit set when the N-1 contingency occurs. The Timor system is one of the largest system in East Nusa Tenggara which is connected to a 70 kV transmission line. Transmission constraints need to be considered to keep the UC and dispatch from violating the transmission capacity so that the security of the system is guaranteed. The designing process of short-term operation of East Nusa Tenggara system with the consideration of the integration of PV and operational reserve constraint is done by mathematical modeling of the objective function and constraints which will be optimized using CPLEX solver. The method used in this capstone project is Mixed Integer Linear Programming (MILP) with objective function that is converted into the form of three-segments piecewise linear function. From the result of the unit commitment and economic dispatch on Timor system, it shows that the system is able to satisfy the load demand at both the highest and lowest load demand. The load for each transmission line in each load scenario is still below the maximum capacity of the transmission line. The addition of PFR constraint on the UC will increase the total generation cost, but the security of the system is guaranteed. In the UC scenario with consideration of PV integration, the simulation result shows that the penetration of the solar PV has an effect on the availability of primary frequency reserve.
