Metode lean government digunakan untuk melakukan evaluasi terhadap proses penyusunan ringkasan dan telaahan pada Pusat Kajian Akuntabilitas Keuangan Negara Sekretariat Jenderal dan Badan Keahlian Dewan Perwakilan Rakyat Republik Indonesia (PKAKN Setjen dan BK DPR RI). Pengaplikasian metode ini menggunakan alat bantu process map dengan pendekatan DOWNTIME yang berfungsi untuk menganalisis pemborosan dalam proses penyusunan. Penelitian ini menggunakan metode deskriptif kualitaif dengan data yang diperoleh berdasarkan hasil observasi, hasil wawancara dan kuesioner, serta analisis dokumentasi. Hasil penelitian menunjukkan dua pemborosan dengan jenis defect karena tidak adanya SOP dan petunjuk teknis proses penyusunan ringkasan dan telaahan, over production karena terdapat penyusunan analisis dan kajian yang tidak sesuai dengan rencana kerja awal periode, kemudian pemborosan terbanyak terdapat pada jenis waiting yaitu pada proses meringkas IHPS, menelaah, dan finalisasi karena tidak memiliki tenggat waktu yang jelas serta waktu tunggu untuk pendiskusian format ringkasan dan telaahan yang memiliki durasi cukup lama. Pemborosan terakhir teridentifikasi berupa motion pada pemindahan dokumen IHPS yang harus melalui berbagai prosedur dalam instansi DPR RI sehingga memerlukan waktu yang cukup lama untuk sampai ke unit PKAKN Setjen dan BK DPR RI.

Lean government method used to evaluation drafting and research process of the review by The Financial Accountability Study Center of Secretariat General and Expertise Agency of the People's Representative Council Republic of Indonesia. The application of lean government methods uses a process map tool through DOWNTIME which helps to analyze the types of waste needed in the draft and research process.This research uses descriptive qualitative method with data obtained based on observation, interview result, photograph result in the field, documentation analysis. The research show that two wastes with a type of defect because there is no SOP and technical guidelines for the preparation of the drafting and research process, over production because there were analysis and studies are not in the initial work plan for the period, then most waste depends on the type of waiting during the process of summarizing the IHPS, reviewing, and finalization is not possible use clear deadlines and waiting times for the drafting and research discussion format that has a fairly long duration. The last waste was identified as a motion on the moving of IHPS documents which had to go through various procedure in the institutions of the People's Representative Council Republic of Indonesia so that it took quite a long time to get to the Financial Accountability Study Center of Secretariat General and Expertise Agency of the People's Representative Council Republic of Indonesia.
